11. STATEMENT OF DUTIES:

1) General Statement of Purpose of Contract:

Following the fall of Afghanistan’s government in August 2021, USAID/Afghanistan entered a period of significant transition. With the closure of the US Embassy in Kabul, and the

Taliban in control of the government, all programmatic and support offices began operating remotely. Field-based activities were temporarily paused to ensure the safety and security of implementing partner staff, while allowing USAID mission leadership to conduct a thorough policy review of the current portfolio.

Following the policy review, USAID reoriented its development goals to focus on (1) mitigating the impact of economic downturn on the most vulnerable Afghans; and (2) promoting the rights of women and girls. The OSS supports two large bi-lateral partners, Management Sciences for Health (MSH) and Jhpiego, to improve the quality of primary and secondary health and nutrition in rural and urban health facilities. Through the

MSH/Assistance for Families and Indigent Afghans to Thrive (AFIAT) and the

Jhpiego/Urban Health Initiative, USAID provides technical support to private and public health facilities to improve access to quality services, introduce high-impact and evidence-based practices, and enhance adoption of healthy behaviors. The OSS also supports the procurement and delivery of commodities through the Global Health Supply Chain (GHSC) mailto:kblaidhr@usaid.gov

Program, private sector engagement through the Sustaining Health Outcomes through the

Private Sector (SHOPS-Plus) project, data surveillance, and COVID-19 response.

The position of Health Team Lead provides oversight to the OSS health team, serving as the in-house subject matter expert and key advisor on Afghan health programs and projects.

Duties are of significant scope and complexity and require specialized knowledge of USG programing, including policies, procedures, and documentation related to all areas of the program cycle. The incumbent establishes effective working relationships within

USAID/Afghanistan and USG agencies and with the international donor community. At this level, s/he must consistently demonstrate diplomatic skills in dealing with high level donors and partners, including senior management staff and officials. Skills in public speaking, negotiation, influence, and tact are crucial to this position. The incumbent should know and understand the international donor community and its respective strategic objectives. These objectives must be taken into consideration when planning USG’s contributions to the health sector, including what modalities should be used for implementation and how to avoid oversaturation and duplication of health projects that receive funding from other donors.

2) Statement of Duties to be Performed:

Technical Leadership, Mentoring and Management Support:

● Lead strategic development, implementation, monitoring and evaluation of health programs. The incumbent will manage a broad range of key activities, conduct in-depth analyses of existing programs and projects, and make policy recommendations to OSS senior leadership.

● Lead the planning, budgeting, organizing, and staffing related to administration of the full

OSS portfolio.

● Serve as a senior technical expert, assisting in planning for a broad range of population/health/nutrition activities, including (1) identifying opportunities for integrating development assistance principles with population/health/nutrition sector programs; (2) participating in the formation of policies and guidelines to further population/health/nutrition activities in the geographic area and; (3) coordinating program development, implementation, and performance monitoring plans that encourage population/health/nutrition activities.

● Lead and oversee the development, management, and assessment of OSS programs in critical program areas including private sector engagement, supply chain, and surveillance.

S/he will participate and assist with the development of plans and programs for technical assistance, capital assistance, and other activities within the sector. The incumbent will lead strategic development, implementation, financial management and monitoring and evaluation of health programs that complement Sehatmandi and other major donor initiatives. S/he manages a broad range of key activities including the development of in-depth analyses of existing programs and projects and policy recommendations to strengthen

USAID programs.

● Participate in the conceptualization, design, documentation, and/or management of centrally administered OSS programs/projects in designated regions and areas.

Programs/projects may be targeted toward a specific province, region, or they may be targeted to a specific development problem. He/she will develop concept papers, project authorizations, and project amendments, in line with agency regulations and guidance.

● Act as the Mission’s representative and a key advisor on health-related donor coordination activities and policy forums. The incumbent will liaise with other USAID technical teams, USG agencies, other donors, civil society, technical experts, and relevant stakeholders to ensure maximum effectiveness of USAID health activities.

● As the USAID development footprint reduces in Afghanistan, the incumbent will be responsible for technical and strategic recommendations for the complex task of maintaining maximum impact with a reducing budget. S/he will assist the OSS Director in formulating, coordinating, and managing strategy, policies, concepts, procedures, guidelines, and models for establishing and/or modifying programs in the population/health/nutrition sector. He/she will analyze constraints to development, both sector-wide and country-specific, and recommend courses of action.

● Serve as Activity Manager for the health program under the WB-managed ARTF and actively participate in, and contribute to, donor discussions regarding the next phase of health programming. S/he will exercise broad individual judgement in setting collaborative project priorities, managing resources, implementing programs, and coordinating with high-level representatives inside and outside of the USG. The incumbent serves as an

Agreement or Contracting Officer’s Representative (AOR/COR) or alternate, and/or an

Activity Manager depending on staffing levels and program needs.

● Support the Office Director in day-to-day management and oversight of OSS technical health programs and internal office operations, including the development and implementation of personnel strategy, workforce planning and recruitment of staff, budget and resource planning, implementation, reporting, establishing systems, and ensuring the office is responsive to strategic opportunities.

● As a subject matter expert, advise members of staff and provide mentoring and guidance to newly hired staff within the Mission and to other Missions worldwide. The incumbent will train and mentor staff in all aspects of health program design, development, and implementation of activities, providing technical support and leadership in the areas of reporting and documentation, monitoring and evaluation, and budget and data analysis.

Additionally, the incumbent will coach staff to set professional development goals, identifying relevant training opportunities to advance those goals and strengthen the overall

USAID/Afghanistan Mission.

Representation and Donor Coordination:

● Serve as a key advisor on health-related donor coordination activities and within policy forums. Represent USAID among a wide range of stakeholders including academia, research institutions, and development partners, as well as in a variety of settings with regional stakeholders.

● Coordinate, plan, and manage activities across the OSS portfolio. Coordinate assigned activities with international organizations, the Department of State, other USG agencies, and the private sector within Afghanistan and the region.

● Provide key leadership in managing OSS’s donor relationships, participating in various task forces, working groups, coordination activities and meetings.

● Serve as a liaison with counterparts in other USAID regional and central bureaus, on behalf of OSS, to develop agency-wide policies, strategies, performance indicators, assessments, and evaluations of programs. Liaises directly with USAID staff in the Bureau of Global Health (GH) in Washington DC and orient the USAID/Afghanistan’s health program to align optimally with GH principles and program objectives.

● Write comprehensive health related concept papers for senior leadership. This level of writing entails exceptional background, competency, and understanding of the Afghan health sector as well as the ability to convey important, yet difficult, ideas in a logical, persuasive, and coherent manner. On the strength and basis of documents authored by the incumbent, decision-makers will be able to provide direction for our programs; USAID implementing partners can receive input on USG’s stance regarding certain issues; and

Washington senior policy makers are made aware of progress, roadblocks, and other issues requiring higher level intervention.

● Seek out and establish partnerships with in-country multilateral organizations, associations of health professionals, civil society organizations that advocate for health, and private firms to marshal complementary resources and promote sustainability. The incumbent will maintain extensive contact with the corporate sector, impact investors, philanthropists, and financial institutions to further USAID’s programming in Afghanistan.

Project Development and Monitoring:

● Lead the development of a revised strategy for the OSS’s support to the health sector in

Afghanistan. This strategy will reflect the new priorities, set forth by the Global Health

Bureau and the Mission, following the collapse of the Government of Afghanistan.

Working with OSS technical experts, the incumbent will assess the health sector landscape as well as existing partner activities, donor priorities and investments, and available data analysis to prioritize and streamline program support.

● Lead the development of OSS portfolio reviews and projects, including but not limited to performance reports, pipeline management reviews, program implementation reviews, and other USAID and USG reporting requirements.

● Collaborate with the Program Support Team Leader to conduct portfolio reviews and analyze the effectiveness of development activities. Duties may include arranging and/or facilitating USAID evaluations and assessments and reviewing analyses of country and program data. The incumbent ensures the documentation for new project designs and modifications of existing projects is fully compliant with Agency and Mission-specific rules and recommendations of the Special Inspector General for Afghanistan

Reconstruction (SIGAR) and USAID’s Office of the Inspector General (OIG).

● Through Third Party Monitoring, the incumbent will arrange virtual site visits to monitor implementation progress, conduct data analysis and provides periodic reports and recommended changes in strategic and/or implementation approaches related to programs and projects.
