TO: All Prospective Offerors

SUBJECT: Request for Quote (RFQ), Solicitation No. 80GSFC22Q0002, for Mars – Capture, Containment, and Return Sample (CCRS) - Camera

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) Goddard Space Flight Center’s Mars Sample Return Campaign– Capture, Containment, and Return Sample (CCRS) – camera solicitation. The CCRS will capture an Orbiting Sample (OS) container in Mars orbit, process and prepare the OS for a return to Earth and deliver the Martian surface samples to the Utah Test and Training Range (UTTR) operated by the United States Air Force. The principal purpose of this document is to procure the Capture-Enclosure (CE) cameras which is part of the CCRS mission. The CE camera will collect and transfer to the Avionics sub-system at least one image of the Orbiting Sample (OS) endcap to determine its orientation as described by 1) the OS Interface Control Document (ICD) and 2) Flight Subsystems to Vision System Interface Control Document (ICD).

NASA will conduct this acquisition as a full and open competition utilizing Federal Acquisition Regulation (FAR) part 12. The North American Industry Classification System (NAICS) code for this acquisition is 541715 and the small business size standard is 1,250 employees.

This competitive acquisition will result in a Firm Fixed Price (FFP) contract. The contract will have a 22-month period of performance.

This is a combined synopsis/solicitation for commercial products or commercial services prepared in accordance with the format in subpart 12.6 as supplemented with additional information included in this notice, which includes attachments, enclosures, and exhibits. This announcement constitutes the only solicitation and quotes are being requested. The solicitation is issued as a Request for Quote (RFQ). The provision at 52.212-1, Instructions to Offerors- Commercial Products and Commercial Services, applies to this acquisition and additional information is provided in Enclosure 1. The provision at 52.212-2, Evaluation-Commercial Products and Commercial Services is not applicable and the evaluation criteria is stated in Enclosure 1. Offerors shall include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services, with its offer. The clause at 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and an addendum with additional terms and conditions is provided as part of Enclosure 1. The clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition and the applicable clauses are marked with a “x” in Enclosure 1. This is not a Defense Priorities and Allocations System (DPAS) rated order.

The anticipated contract award date is October 20, 2022, with an October 24, 2022 contract effective date. The contract will be performed offsite at the Contractor’s facilities.

Offerors are required to have a Commercial and Government Entity (CAGE) code that matches the corporate address submitted with its proposal.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.212-1, INSTRUCTIONS TO OFFERORS-COMMERCIAL ITEMS, in particular paragraph (g), which states that the Government intends to evaluate offers and award a contract without discussions with offerors.

In order to control and protect sensitive data owned by the Government and its Contractors, NASA policy required all acquisition-related documents be released in Adobe Portable Document Format (PDF).

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments and links to online reference/technical/bidders library will be attainable electronically from the World Wide Web through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

NASA FAR Supplement (NFS) clause 1852.215-84, OMBUDSMAN, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html.

This RFP does not commit NASA GSFC to pay any proposal preparation costs, nor does it obligate NASA GSFC to procure or contract for these services. This request is not an authorization to proceed, and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than September 19, 2022 at 3:00PM Eastern DST. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to check with their corporate IT staff to determine if there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.

In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel.
