About this file

This document is an addendum to a Request for Proposals (RFP) issued by the City of Virginia Beach for a Vacuum Monitoring System & Vacuum Pit Communication Hardware project. The project seeks to secure a commercial-off-the-shelf (COTS) monitoring software solution for the Department of Public Utilities' sanitary sewer vacuum system, and the Offeror shall provide all necessary hardware to support communication between the vacuum pits and the monitoring solution. The project will cover four remaining stations, with a total of 635 vacuum pits and 24 buffer tanks across the stations. Pedestals have been installed at one station, while the other three stations require pedestal installations as part of the quotation. The RFP is intended to minimize the occurrence of sanitary sewer overflows related to the vacuum pits.

The addendum provides clarification on the existing monitoring system, the number of pits and buffer tanks per station, and the status of pedestal installations. The RFP specifications remain the same, and the addendum requires acknowledgment of receipt by the Offeror. The contract opportunity is open to all qualified Offerors, and no additional details are provided regarding pricing terms, set asides, incumbents, funding requirements, or other salient information.

RE: RFP # COVB-24-101250

Please be advised the above referenced RFP is hereby clarified as follows:

On the solicitation COVB-24-101250 Vacuum Monitoring System & Vacuum Pit Communication Hardware the questions received are here below:

1. Could please provide me with some clarification regarding the pits, buffer tanks, etc.

Two stations are currently being monitored with our earlier generation monitoring. This would leave 4 stations remaining to be quoted under this RFP.

Of these 4 stations can you provide me with the number of pits and buffer tanks per station? Do they already have pedestals installed or would they need to be part of quotation? It sounded like the conduit for the radios is in process of being installed—correct?

Any other information along these lines would be appreciated.

Answer: Two stations (Sandbridge) of the legacy monitoring system is not currently monitoring. As you know, this service area will be updated after successful deployment of a monitoring system in Dozier’s Bridge and possibly a 2nd service area.

Remaining Stations:

Dozier’s Bridge – pedestals installed – pits = 144

Salem – no pedestals installed – pits = 45

Little Neck – no pedestals installed – pits = 214

Alanton – no pedestal installed, next service area to have pedestals installed – pits = 232

Buffer Tanks per Station:

11 Sandbridge (N & S) 3 Salem

0 Little Neck

9 Dozier’s Bridge

1 Alanton

24 Total

All other RFP specifications shall remain the same. Please acknowledge receipt of addendum by signing in the space provided below and returning this addendum with your RFP package.
