About this file

This document is a justification for a sole source acquisition from Covanta Environmental Solutions to provide destruction services for confidential documents. The Federal Bureau of Investigation requires confidential document destruction services costing $20,000 to be performed by September 30, 2023. Due to security requirements, the number of qualified vendors in the local area is limited, and incineration is the preferred destruction method. Covanta Environmental Solutions, located in North Carolina, is the sole provider capable of meeting the FBI's need for on-site incineration of items in the presence of FBI employees. Alternatives to Covanta are not available due to the specialized nature of the required services and security restrictions.

JUSTIFICATION FOR LIMITED

JUSTIFICATION AND APPROVAL FOR

ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

In accordance with Federal Acquisition Regulation 13.106-1(b)(1)I hereby determine that the service listed on the requisition SHOP-PR-000586 is available from only one source and competition is precluded as there are no substitutes available.

1. This acquisition is restricted to the following sole source:

Company: Covanta Environmental Solutions

Company Address: 2242 Carl Drive, Asheboro, North Carolina 27203

Company Point of Contact and Phone Number: Kristen Gramm (800)950-8749

2. The destruction of confidential documents is estimated to cost $20,000.00 and is required to be performed by 9/30/2023.

The destruction of confidential documents is a requirement from the Security Unit. All fields offices are require to destroy documents and miscellaneous sensitive documents/items after their administrative and investigative use is concluded.

3. Due to the requirements as detailed by the Security Unit at FBIHQ, the number of vendors located in California, specific to the LAFO AOR is limited. The ideal methods are incineration or wet pulping. After 10 years of searching, no wet pulping alternative has been found. Incineration is available, but only at the Southeast Resource Recovery Facility. The service to be performed is incineration of items via an industrial incinerator onsite in the presence of FBI LAFO employees. Items to be placed in the intake area by FBI LAFO employees, and all manual labor to be performed by the same employees.

4. Check and fill in all that are applicable for an Open Market Buy:

Commerce Refuse to Energy Facility in June 2018.
