About this file

This document is a Request for Proposal (RFP) from the Walker County Government in Georgia for the exterior restoration of the Walker County Courthouse. The requested services include exterior building restoration, tuckpointing, pedestrian traffic coating, overhead spall repairs, retaining wall repair, bridge angle repairs, construction of an ADA ramp, and main entrance front steps repair. The project must be completed by December 31, 2024, with an anticipated start immediately after the bid is awarded. Bidders must submit sealed proposals by 2:45 p.m. on Friday, May 17, 2024, and the proposals will be opened at 3:00 p.m. on the same date. Walker County reserves the right to reject any and all RFP submissions.

The RFP provides details on the expected scope of work, including specifics on the brick surface area for tuckpointing, the need for a warranty, and the requirement for a performance bond and a payment bond. It also clarifies that power and water will be available on-site for contractors, and that exterior elevation drawings are available. The RFP states that funding for the project has been set aside through the county's 2020 SPLOST (Special Purpose Local Option Sales Tax), but does not provide a specific budget amount.

WALKER COUNTY GOVERNMENT

REQUEST FOR PROPOSAL

Walker County Courthouse Exterior Restoration Responses to Questions about the project (May 6, 2024)

● States project must be completed by December 31, 2024; What is the anticipated start date?

Immediately after the bid is awarded

● With this being an active courthouse, will there be any noise restrictions? Days we can not work due to court?

Possibly. The contractor will have to work with the judges and make sure they are not impacting any major proceedings on their dockets.

● Says to include 30% of the brick surface area for tuckpointing, can you give the bidder that Square foot number so we all can bid the same quantity?

This can be done with a drone. That is how most exterior finishing contractors measure.

● Is power and water available onsite for contractors use?

This should not be an issue.

● Any warranties required on the project?

Yes, we would like a warranty.

● Bid Bond Required?

A Performance Bond and a Payment Bond are required.

● Performance and Payment bond required?

Yes.

● Any exterior elevation drawings available for the courthouse?

Walker County Courthouse Exterior Restoration Responses to Questions about the project (May 6, 2024)

Yes. We had the plans digitized in 2022 by Brassfield and Gorrie.

● Brick angles, only 3 need to be replaced at the rear window bottom floor? All other brick angles just get clean, primed and painted?

Yes.

● Main entrance from step repair, is there a product specified doe the non-slip system epoxy?

No.

● Is there a budget for the project?

Funding has been set aside for this project through our 2020 SPLOST.

● Wrought iron fence calls for repaired and painted, is there a specific paint to be used?

No, just a black enamel paint.

● In the Bid document Page 19 under Brick Angles (repair all brick angles, including, but not limited to the following):

A: Replace metal window angles

Are all window and door lintels required to be replaced?

Is just the quantified B. and C. to be replaced or repaired?

Can we clarify repaired? Painted?

Patching the brick will be tough to match existing brick. The pink bricks were painted to match and then later turned pink, because no match was available. The more cut out, the more brick will be needed to be matched in regard to the lintels over all openings.

Walker County Courthouse Exterior Restoration Responses to Questions about the project (May 6, 2024)

To our knowledge, only the lower windows in the front need the lintels replaced.

Contractor should price a single lintel replacement and then work with our project manager to determine how many actually need replacing.

● When the existing ramp is removed, we are assuming a new wall will need to be built in that area to prevent the undermining of the existing floor?

Most likely.

● Page 18 , Exterior Building Restoration J. Location under the front stair landing needs to be cleaned, then layered solid with concrete brick units to give a complete shore up on the stair landing. The side is also to be coated with stucco in a color to match the brick wall. Please clarify which wall this is? North, East , West, South?

North and south.

● Is layered solid with concrete brick units mean a Concrete Masonry Unit or are you actually wanting concrete brick and then coated with stucco?

Concrete masonry units (8” block)

● Exterior building Restoration page 18 , Item I. Wrought iron fence repaired and painted. We are planning to replace two panels and paint the two replaced. Is the entire fence needed to be painted and is this part of the scope in the renovation to paint the existing fence?

Yes, the entire fence would need to be painted so that it would match.

● Ramp is 32.9 lf long. Is it allowed to go over 30' without a rest? I know the slope is less than 1/12 and that could make a difference. Please look over the drawing and advise.

It is required that the slope has to be 1/12 or less. The slope of the existing grade could make the ramp longer and possibly require a rest. That would have to be surveyed to determine if it is required.

Walker County Courthouse Exterior Restoration Responses to Questions about the project (May 6, 2024)

That is the latest ADA update from Feb 4, 2023 states:

A ramp with a slope between 1:12 and 1:16 can have a maximum horizontal length of 30' (9.14 m) without a landing. A ramp with a slope between 1:16 and 1:20 can have a horizontal run up to 40' (12.19 m) before requiring a landing.

Landings:

1-Ramps shall have level landings at bottom and top of each ramp and each ramp run.

2- The landing shall be at least as wide as the ramp run leading to it.

3- The landing length shall be a minimum of 60 in clear.

4- If the ramp changes direction at landing, the minimum landing size shall be 60 in by 60 in minimum.
