County Emergency Shelter Operations and Services RFP
This is a Request for Proposal (RFP) issued by the County of Orange, California, County Executive Office - Office of Care Coordination, for emergency shelter operations and services at two facilities: Bridges at Kraemer Place (200 beds) and Yale Navigation Center (425 beds), serving a combined total of 625 beds for adult individuals, adult households, and couples experiencing homelessness. Respondents must demonstrate a minimum of five years of consecutive experience in county or government emergency shelter operations and must be capable of providing 24/7 operations, case management services, transportation, meals, and evidence-based supportive services including housing-first, harm reduction, and trauma-informed care approaches. The RFP allows respondents to submit proposals for one or both facilities as separate proposals. Non-mandatory pre-proposal site visits are scheduled for September 18, 2025 (Yale at 9:00 am and Bridges at 1:00 pm). The deadline for question submission is September 22, 2025 at 2:00 pm, and the proposal submission deadline is October 6, 2025 at 2:00 pm via the County's electronic procurement portal. The initial contract term is three years with options to renew for two additional one-year periods, contingent upon Board of Supervisors approval and available funding. The County anticipates making one or multiple awards from this solicitation.
Pricing will be evaluated on a cost-per-client basis, with respondents proposing total costs divided by the facility bed capacity (425 for Yale, 200 for Bridges). The proposal evaluation will utilize a comprehensive 1,000-point scoring system comprising 700 points for written proposals, 100 points for oral presentations or interviews (if conducted), and 200 points for cost proposals, with the lowest-cost proposal receiving the maximum points and others receiving proportional scores. The County will reimburse selected respondents monthly in arrears using a fee-for-service structure based on actual costs, up to the contracted not-to-exceed amount, with up to $50,000 in potential start-up funds available for equipment, supplies, and marketing materials. Respondents must meet minimum qualifications including no conflicts of interest, ability to do business in Orange County, completion of all required sections and IT security requirements, and verification that they are not listed on federal sanction lists. No specific set-asides for disadvantaged enterprises are mentioned. The RFP does not identify an incumbent contractor. Proposals must comply strictly with the County Model Contract provided; respondents submitting exceptions may receive a score of zero on the compliance criterion. Administrative costs must not exceed 15% of the proposed program budget, and at least 75% of services must be provided by the prime contractor (no more than 25% by subcontractors).

Any Proposal may be rejected if it is conditional, incomplete or deviates from specifications in this solicitation. The County reserves the right to waive, at its discretion, any procedural irregularity, immaterial defects or other improprieties which the County deems reasonably correctable or otherwise not warranting rejection of the Proposal. Any waiver will not excuse a proponent from full compliance.
K. Pre-contractual expenses are not to be included in the Cost Proposal. Pre-contractual expenses are defined as including, but not limited to, expenses incurred by the Respondent in: a) preparing its Proposal in response to this solicitation; b) submitting that Proposal to the County; c) negotiating with the County any matter related to the Respondent’s
Proposal; and d) any other expenses incurred by the Respondent prior to the date of award and execution, if any, of the Contract.
L. Any Proposal may be construed as non-responsive and ineligible for consideration if it does not comply with the requirements of the solicitation. Failure to comply with the technical features and acknowledgment of receipt of addenda are common causes for holding a Proposal nonresponsive.
M. Where two or more Respondents desire to submit a single Proposal in response to this solicitation, they must do so on a prime/subcontractor basis rather than as a joint venture.
