About this file

This is a Request for Proposal (RFP) issued by the City of New Haven, Connecticut, Department of Community Services Administration for essential support services for victims of violence. The procurement, numbered 2025-RFP-CNH-304 and issued February 10, 2026, seeks qualified organizations to provide trauma-informed, culturally responsive services through the Victim Support Services Network (VSSN). Services include emergency and ongoing basic needs assistance such as food, clothing, transportation, temporary housing or relocation support, safety planning, and connections to community-based resources, with focus on victims of firearm-related offenses, domestic violence, sexual violence, and other interpersonal or community violence, particularly young adults ages 18 to 34. A non-mandatory pre-proposal meeting is scheduled for February 17, 2026, at 1:00 PM; questions must be submitted by February 24, 2026, at 5:00 PM; and proposals are due March 3, 2026, at 11:00 AM via the City's eProcurement Portal. The contract term is one year with one optional one-year extension subject to the Purchasing Agent's approval, with Mayor approval required if valued at $25,000 or more and Board of Alders approval required if exceeding one year in duration.

Pricing must be submitted on a firm, fixed basis with all labor, materials, travel, and incidental expenses included in a separate cost proposal, though limited adjustments may be considered if material or labor costs fluctuate more than 20 percent during the contract term at the City's sole discretion. No specific set-asides for disadvantaged enterprises, minority-owned businesses, or women-owned businesses are identified; however, contractors must comply with the City's Living Wage Ordinance if the contract exceeds $25,000 annually and various federal requirements. No incumbent vendor is identified. Funding is sourced through State and Local Fiscal Recovery Funds (ARPA), with indirect cost caps at 10 percent of the total award, all ARPA funds required to be obligated by December 31, 2024, and expended by December 31, 2026. Contractors must maintain general liability insurance of $1 million per occurrence and $2 million combined aggregate and comply with 2 CFR 200 (Uniform Guidance) and Treasury regulations. Evaluation criteria are weighted equally at 25 points each across proposed solution clarity and focus, staffing assignments, budget realism and transparency, and organization background and capacity, evaluated on a pass/fail basis.

A Closer Look at Cost Formulas The scoring methods Reward Average Cost and Reward Low Cost rely on cost formulas to track and calculate point values. Reward Low Cost, for example, uses this equation to determine how many points each individual submission should receive:

Lowest overall cost / Proposal's cost = X% of the possible points Expand the tabs to see Reward Low Cost in action.

Proposal A costs $100. How many points will it receive?

$100 (Lowest Proposal) / $100 (Proposal A) = 100% of 30 points

30 points awarded Proposal B costs $200. How many points will it receive?

$100 (Lowest Proposal) / $200 (Proposal B) = 50% of 30 points 15 points awarded Proposal C costs $500. How many points will it receive?

$100 (Lowest Proposal) / $500 (Proposal C) = 20% of 30 points 6 points awarded
