About this file
This is a Request for Proposals document issued by the City of New Haven's Office of Violence Prevention, supported by Department of Public Health funding through American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds, seeking qualified organizations to deliver employment and housing intervention services for community violence and firearm injury prevention. The RFP solicits proposals for trauma-informed, equity-focused services including a dedicated housing support position for participant placement and landlord coordination, alongside a comprehensive employment program encompassing job-readiness training, workforce training, resume preparation, and job placement assistance. Proposers must demonstrate capacity to serve identified populations and project realistic participant numbers aligned with proposed budgets and timelines. The pre-proposal meeting is scheduled for February 17, 2026, at 2:00 PM (non-mandatory); questions must be submitted by February 24, 2026, at 5:00 PM; and proposals are due electronically through the City's eProcurement Portal by March 3, 2026, at 11:00 AM. The initial contract term is one year with one optional one-year extension subject to the Purchasing Agent's approval, with anticipated award following evaluation panel review.
Evaluation criteria are weighted equally at 20 percent each across five categories: proposed solution clarity and focus, proposed schedule, work plan addressing scope of work, budget detail and transparency, and organization background and capacity, all evaluated on a pass/fail basis. The RFP does not specify a total procurement value, budget range, or set-aside designations for disadvantaged enterprises; proposers must submit detailed cost proposals identifying all costs with indirect costs capped at 10 percent of the total awarded amount. Contractors must comply with the City of New Haven Living Wage Ordinance for contracts exceeding $25,000 and demonstrate equal employment opportunity compliance, non-discrimination practices, and adherence to Ban the Box requirements. All contractors must provide proof of a minimum $1 million general liability policy naming the City as additional insured, complete IRS Form W-9, submit non-collusion affidavits and certificates of non-arrearage, and comply with Uniform Guidance requirements (2 CFR Part 200). ARPA funds must be obligated by December 31, 2024, with all expenditures required by December 31, 2026. Contracts valued at $25,000 or more require Mayor's signature and Board of Alders approval for terms exceeding one year.

A Closer Look at Cost Formulas The scoring methods Reward Average Cost and Reward Low Cost rely on cost formulas to track and calculate point values. Reward Low Cost, for example, uses this equation to determine how many points each individual submission should receive:
Lowest overall cost / Proposal's cost = X% of the possible points Expand the tabs to see Reward Low Cost in action.
Proposal A costs $100. How many points will it receive?
$100 (Lowest Proposal) / $100 (Proposal A) = 100% of 30 points
30 points awarded Proposal B costs $200. How many points will it receive?
$100 (Lowest Proposal) / $200 (Proposal B) = 50% of 30 points 15 points awarded Proposal C costs $500. How many points will it receive?
$100 (Lowest Proposal) / $500 (Proposal C) = 20% of 30 points 6 points awarded
