About this file
This file is a technical document explaining cost formula scoring methodologies used in evaluations for the Victim Services Data Integration Project in Connecticut. The document details how the "Reward Low Cost" scoring method calculates point allocations for competing proposals by dividing the lowest overall cost by each individual proposal's cost to determine the percentage of available points awarded. The project itself seeks a qualified organization to conduct a data systems inventory and integration initiative for the Victim Services Support Network (VSSN), assessing the current landscape of data platforms, collection practices, roles and responsibilities, and data-sharing agreements across partner organizations. Following the inventory phase, the contractor will support implementation of enhanced data collection and standardized reporting practices to improve outcome tracking, strengthen data-sharing infrastructure, and identify cost-conscious approaches to enhance interoperability and inter-agency collaboration among VSSN partners.
The scoring document demonstrates that proposals are evaluated on a comparative cost basis, where the lowest-cost proposal receives the maximum points available in the cost category, while higher-cost proposals receive proportionally fewer points. For example, a proposal at twice the lowest cost receives 50 percent of the available cost points, and a proposal at five times the lowest cost receives 20 percent of available points. This approach incentivizes cost efficiency while maintaining objective evaluation criteria. The underlying contract opportunity addresses operational challenges within Connecticut's victim services network, where partner agencies currently operate independent data platforms that support individual agency reporting but significantly limit shared visibility into referrals, services provided, and unmet needs across the broader network.

A Closer Look at Cost Formulas The scoring methods Reward Average Cost and Reward Low Cost rely on cost formulas to track and calculate point values. Reward Low Cost, for example, uses this equation to determine how many points each individual submission should receive:
Lowest overall cost / Proposal's cost = X% of the possible points Expand the tabs to see Reward Low Cost in action.
Proposal A costs $100. How many points will it receive?
$100 (Lowest Proposal) / $100 (Proposal A) = 100% of 30 points
30 points awarded Proposal B costs $200. How many points will it receive?
$100 (Lowest Proposal) / $200 (Proposal B) = 50% of 30 points 15 points awarded Proposal C costs $500. How many points will it receive?
$100 (Lowest Proposal) / $500 (Proposal C) = 20% of 30 points 6 points awarded
