About this file
This is a Questions and Answers document for RFP #0000033654 issued by GO-Biz (Governor's Office of Business and Economic Development) for a Cosmoprof Bologna Consultant. The document addresses questions related to providing business support services for California companies participating in the Cosmoprof Bologna 2025 trade mission. GO-Biz has eight confirmed companies with a pending ninth company participating in the trade mission.
The document clarifies budget parameters, with GO-Biz suggesting an all-in budget of $4,000 per company that should include travel, meals, and lodging, though bidders may propose higher amounts. Bidders are requested to provide a fixed cost for eight companies including travel, with the option to provide a separate cost for a ninth company excluding travel. For foreign entities without U.S. tax identification numbers, GO-Biz will accept a W-8BEN form instead of the STD 204 Payee Data Record, with payments made via check in US dollars that can be sent to international addresses.

Cosmoprof Bologna Consultant RFP #0000033654 Questions and Answers
1. Does the budget of $4,000 or less per brand, include all costs of delivering this work, as well as the cost of our travel and hotels in Bologna?
GO-Biz has suggested an all-in budget per company of $4,000. This should include travel, meals, and lodging. Bidders may propose a higher budget.
2. The required pricing model, with a single amount per Californian participant, doesn't take into account fixed costs that do not depend on the number of participants, like the expenses of traveling and staying in Bologna. This can be detrimental for GO-Biz, since a bidder can set a high price to make sure these fixed costs get covered even with a low number of participants; or a bidder can set a low price, and if a low number of participants join the trade mission the bidder may try to compensate with a lower service standard. Is it possible to propose a budget that takes into account fixed costs and per-participant costs separately?
GO-Biz has eight confirmed companies with a pending ninth company. We request a fixed cost for eight companies that includes travel. You may provide a separate cost for a ninth company that does not include travel.
3. The STD 204 Payee Data Record requires filling a Tax Identification Number that can be either a SSN or a FEIN. If the bidder is a foreign company that has no such numbers in the US, how can they fill this document?
There is an alternate form for foreign entities that we will accept in lieu of an STD 204, a W-8BEN. Please note that GO-Biz can only send payment in the form of a check in US dollars. We can send this check to international addresses.
