About this file
This is an RFP attachment document for the City of St. Cloud, Florida, outlining professional services background requirements for vendors responding to an Enterprise Resource Planning (ERP) software and implementation services procurement. The RFP seeks comprehensive ERP solutions encompassing Finance modules (general ledger, accounting, financial reporting, project and grant accounting, budget management, accounts payable and receivable, treasury management, and capital asset management) and Human Resources modules (employee files, benefit enrollment, personnel evaluations, recruitment, time entry, payroll, and onboarding/offboarding processes). The City, with an annual budget of approximately $214.8 million and 730 permanent and seasonal staff, released the RFP on April 19, 2026, with a non-mandatory pre-response conference scheduled for May 4, 2026, a question submission deadline of May 18, 2026, and a proposal response deadline of June 9, 2026, at 10:00 a.m. through the City's e-Procurement portal. Evaluation and interviews are scheduled for the weeks of July 20, August 3, and August 10, 2026, with a Notice of Intent to Award anticipated by August 28, 2026, contract negotiations expected between September and October 2026, and implementation beginning in November 2026 with a go-live target date of October 2028.
Attachment A specifically requires proposers to provide detailed background information including company name, corporate headquarters location, firm history, years of ERP experience, previous names and successor firms, up to five current or recent relevant projects, target market history, lessons learned from recent implementations, current client counts across implementation, upgrade, ongoing support, and other categories, consulting team size and average tenure, and a consulting team experience matrix demonstrating past experience of all key project team members across proposed projects. The City is transitioning from its legacy AS 400-based Central Square system in use since 2005 and requires integration with existing systems including Operative IQ, CityWorks, RecTrac, WasteWorks, and LaserFiche, while replacing Central Square, OpenGov, Cognos, HRIS, ExecuTime, and NeoGov. Data conversion requirements span multiple functional areas with record volumes ranging from 10 to 100,000 records. No specific award value or budget range is disclosed; proposers must demonstrate financial stability, provide current insurance certificates, and comply with federal requirements including 2 CFR Part 200 Uniform Guidance and Florida statutory requirements regarding public entity crimes, E-Verify compliance, drug-free workplace certification, and debarment and suspension standards. Multi-vendor proposals are permitted with clearly defined roles and responsibilities.
