I understand that FTA strongly recommends public transportation experience, but we have many personnel within our Firm experienced in Federal grants through serving the Federal government for over 30 years as well as auditing state, local and Tribal governments for over 40 years. Would FTA still consider key personnel that have equivalent Federal grants experience?Yes, transportation experience is preferred but qualified candidates will be considered in accordance with the requirement's stated labor category minimum qualifications etc.
Does FTA have any flexibility with years requirements (if the candidate has 4 years vs. 5 years of public transportation experience)? It depends on the experience demonstrated in the time period as it relates to the requested labor category minimum qualifications.
Should we not bid if we cannot fill all the key personnel requirements or can we show that we have a plan to hire upon award (if a few are missing)?Yes, a proposed plan to hire upon award is acceptable yet signed letters of commitment may be part of the requirement per the solicitation. 18Does the Government plan on issuing draft solicitation documents before the release of the final RFP/RFQ?No.
Slide 50 of the industry day presentation (Future Acquisition Information) states that the Government will award call orders against BPAs.
a.Does the Government plan on issuing call order awards simultaneously alongside the initial BPA awards?
b.Or does the Government plan on using a two-step process whereby solicitations for the first round of call orders are issued after the BPA awards have been made? The BPA Awards will have to be made prior to call orders being issued.

Slide 42 of the industry day presentation (Key Personnel) indicates that substitution of qualifications/education for key personnel may be made per advanced approval. Can the Government confirm that these substitutions may only be made by awardees to the BPA?The substituions may only be made by awardees to the BPA and must be approved in advance by the COR and CO.
Would the Government consider simplifying this process by consolidating regional call order RFPs/RFQs into a single solicitation requirement per annum where respondents may indicate in their responses which regions they are interested in providing services to the Government? Not at this time, revisions to the call order process may be considered as the BPA progresses.
Does the Government plan on issuing firm-fixed type orders in this new BPA?Hybrid, Labor Hour and Firm-Fixed Price
It was indicated during the Industry Day that the Government plans on issuing the BPA solicitation on a GSA Schedule. Can the Government confirm that it intends to use a GSA Schedule rather than directly soliciting proposals on SAM.gov? However, the notice for the industry day posted on SAM.gov and on E-buy indicate that questions are due by 2:00pm on Monday, December 11. Can the Government confirm which of these dates/times is correct?Answers have been provided to all questions received before 2pm Eastern Standard Time (EST) Monday, December 11, 2023.
When does the Government anticipate releasing the final RFQ?See response to question 6
Considering previous CORTAP Solicitations were released on SAM.gov, will the Government considering releasing it on the same platform as before? As the Industry Day was the first mention of the new CORTAP opportunity being released on a GSA schedule, many companies who have been tracking CORTAP are in a position where they are unsure of whether they will be able to bid on this requirement, particularly without having ample time to prepare to bid on a new GSA schedule. This may hinder companies interested in bidding and greatly hamper competition. No, the requirement will be solicited through GSA e-Buy on the Multiple Award Schedule.
Which GSA schedule is the Government looking to release this opportunity on?GSA's Multiple Award Schedule
How many companies does the Government plan to award to?See response to question 7
Since there is no guarantee of work and no way to guarantee consistent work with a BPA, requiring companies to recruit and hire for this many Key Positions is onerous and greatly restricts competition. Would the Government consider making the 5 Associate Reviewers non-key positions? No, the government will review the Associate Reviewer requirement and revise if deemed appropriate.
Could the Government consider allowing for contractors to propose their own staffing models based on the demands of the BPA over time?Yes, alternate staffing models can be considered as the BPA progresses.
