About this file

This file is a correspondence from Central Florida Electric Cooperative, Inc. regarding RFP# 2026-10 for Line Construction/Maintenance Services. The cooperative is soliciting proposals from qualified contractors to provide general overhead and underground line construction and maintenance services on an hourly and as-needed basis for the period 2027-2029, covering replacement, addition, and retirement of overhead and underground primary and secondary lines and poles across approximately 4,059 miles of overhead distribution line, 417 miles of underground distribution line, and 43 miles of transmission line serving Alachua, Dixie, Gilchrist, and Levy Counties in north central Florida. The cooperative is seeking up to three four-man crews available on designated schedules of either 10-hour days Monday through Thursday or Tuesday through Friday, starting at 6:30 a.m., with power restoration services required during normal business hours and after-hour times. The correspondence notifies participating contractors that the question period has been extended to October 23, 2026 at 3:00 p.m., with finalized proposals due October 30, 2026 at 3:00 p.m. The contract includes an option for CFEC to extend the term by one additional year with preliminary notice required at least 60 days before expiration and confirmation within 10 days of contract expiration.

Compensation is based on time and materials with hourly labor rates and equipment rates submitted annually by the contractor, subject to a fuel adjustment mechanism indexed to diesel pricing from the U.S. Energy Information Administration using a $3.90-per-gallon baseline. Contractors must provide all labor and equipment; CFEC furnishes materials and two-way truck radio devices and requires contractors to supply Apple mobile devices (iPad Air or larger and iPhone 11 or larger with cellular connectivity) for field operations. Award will be made to the most advantageous and responsive proposal based on contractor background, experience, availability, and financial value—not necessarily the lowest price. No set-asides are stated. Mandatory insurance requirements include comprehensive general liability of $2,000,000 per occurrence/$3,000,000 aggregate, excess liability of $3,000,000 per occurrence/$2,000,000 aggregate, commercial automobile liability of $5,000,000 per occurrence/$3,000,000 aggregate, statutory workers' compensation, and employer's liability of $500,000 per accident. Required proposal submissions include proof of insurance, resumes, three letters of reference, safety records with OSHA 300A summaries and Experience Modification Rates, time and materials bid sheets, Exhibit A (affidavit of corporate ownership), and Exhibit B (conflict of interest and litigation statement).
