About this file

This is a Request for Resume (RFR) issued by the Maryland Health Benefit Exchange (MHBE) for IT Consulting and Technical Services under an existing IDIQ Master Contract. MHBE seeks to hire up to two Applications Programmers to support the development, enhancement, and maintenance of the Maryland Health Connection (MHC) health insurance marketplace and related systems. The primary work location is 750 East Pratt Street, 6th Floor, Baltimore, Maryland 21202, with flexibility for remote work as determined by MHBE. The anticipated start date is March 16, 2026, with an initial base period performance through June 30, 2026. MHBE has the unilateral option to renew the Task Order Agreement for two additional one-year terms extending through June 30, 2028. Each Master Contractor may submit one candidate for consideration. Resumes and supporting documentation were due by March 3, 2026, at 10:00 a.m. EST. Candidates must have a minimum of three years of professional software development experience, proficiency with Python programming, experience developing or consuming REST APIs, understanding of relational databases, familiarity with version control tools, knowledge of object-oriented programming principles, and the ability to work in collaborative Agile environments. Preferred qualifications include two years of experience with Python frameworks, exposure to AI/ML libraries, experience with cloud platforms, containerization tools, and CI/CD pipelines, and interest in AI-enabled application modernization.

Pricing proposals must not exceed the Master Contract hourly rates and must include fully loaded, all-inclusive rates covering all direct and indirect costs. The Price Proposal Form provided indicates evaluation hours for the base period (500 hours) and option periods (1,900 hours each), though these are for evaluation purposes only and do not represent actual hours to be worked. Only Master Contractors that were awarded contracts from MHBE in 2023 are eligible to submit technical proposals. All proposals must include signed Attachments 1 and 2, with Attachment 1 containing the candidate resume, relevant qualifications, three professional references, and proof of certifications if applicable, and Attachment 2 containing the price proposal. Submissions must be sent in two separate emails: one containing technical documentation and a PIA-ready redacted copy, and another containing the financial proposal. Award will be based on overall best value, with technical factors weighted more heavily than financial factors, considering work experience, training and education, interview presentation, and price.
