Sole Source Justification under $250K
PMD Number: FY20-08853
Department: L Dept.
Company Name/Brand: North Atlantic Industries
Description of Product, Supplies or Services required to meet the agency’s needs:
64CS4-SJSJ2020Z00BC100 NAI 64CS4 - NAI’s 64CS4 is a 6U VME Multifunction I/O board designed for applications requiring Digital-to-Synchro/Resolver (D/S) stimulus output, as well as I/O and communication functions. This board contains five intelligent, function module slots.
The board can be configured for 10 D/S channels, or for D/S in combination with I/O and communication modules. Additional enhancements include FIFO data buffering for select modules. Using multiple DSPs, the enhanced motherboard enables higher processing power and dedicated pre-processing control for each module.
By eliminating the need for multiple, specialized, single-function boards, this unique design increases packaging density, saves enclosure slots, and reduces power consumption. The 64CS4, a low-power/high-performance board, is ideally suited for rugged defense, commercial aerospace, and industrial applications.
64C2-C2K6Z0Z0Z0Z00BC10 NAI’s 64C2 is a 6U VME Multifunction I/O and Communication Slave Board with six function module slots that can be configured with a variety of I/O and communication functions. Additional enhancements include FIFO data buffering for select modules. Using multiple DSPs, the enhanced motherboard enables higher processing power and dedicated pre-processing control for each module.

Identification of Justification Rationale:
☐ The Material or service must be compatible will aspects (Form, Fit, and Function) with existing systems presently installed.
☐ A patent, copyright, proprietary data, or licensing agreement limits competition.
☒ These are “direct replacement(s)” parts/components for existing equipment.
☐ Urgency.
Identification of the Justification Rationale Explained: **If using form, fit, and function, describe the current equipment and how the new item/service must coordinate or interface.
**If using patent, copyright, proprietary data, describe the proprietary data. **If using direct replacement, describe this below.
The 64CS4-SJSJ2020Z00BC100 and 64C2-C2K6Z0Z0Z0Z00BC10 are the exact same part that is also currently in use with the existing configuration. The impact of using different equipment would force the unit out of configuration and possibly system failure, effecting the support of the fleet, as we would no longer be able to simulate the fleet’s configuration.
The material procured meets form, fit, and function, as it is the material currently used at Naval Surface Warfare Center Port Hueneme (NSWCPHD).

Specific Characteristics of the Item or Service required that Limit the Availability to a Sole Source or Brand Name: **This is the most important section. Explain in detail why this company or brand are the only ones that can meet the requirement.
The impact of using different equipment would force the unit out of configuration and possibly result differences, in failure, troubleshooting, etc.
Market Research Conducted:
The RG performed market research via Federal Supply System and was unable to find the specific material items. In addition, RG researched AbilityOne, DoD ESI, FedMall, GSAAdvantage.gov and UNICOR and did not find anything. RG had also looked at other possible vendors; however, other vendors available cannot sell this item to the United States due to export limitations.
One vendor, North Atlantic Industries, can provide the material to the United States.
Statement of Actions, if any to Remove Barriers to Competition in the Future:
NSWC PHD Contracts Office will continue to conduct market research as warranted to provide a broader vendor base as applicable for the types of supplies/services covered by this document. If another potential source emerges, NSWC PHD will assess whether competition for future requirements is feasible.
Any Other Facts Supporting Justification:
The Contracting Officer reviewed the previous procurement, found the North Atlantic Industries was the Original Equipment Manufacturer (OEM) at the time and that they were a Small Business that did not have distributors of their material manufactured.
The items we want to buy are direct replacements of existing equipment. The MK 160 Gun Computer System must have configuration control.
