About this file

This document is a USDA Commodity Requirements specification for corn products for use in domestic programs, effective October 2026. It establishes detailed specifications and quality standards for four primary corn products: degermed yellow/white cornmeal, blue cornmeal, and white/yellow corn grits.

The specification requires all corn to be tested for aflatoxin per Federal Grain Inspection Service procedures, with a maximum allowable level of 20 ppb for production use. Degermed cornmeal must meet Commercial Item Description (CID) A-A-20066C requirements with specific chemical and physical parameters including maximum moisture of 13.5%, maximum fat of 1.5%, and maximum ash of 0.70% on a moisture-free basis, plus defined granulation specifications. Blue cornmeal must comply with CID A-A-20066C as Type I or Type II, Class A, Color 3, with specific granulation and analytical requirements including maximum aflatoxin of 20 ppb, minimum crude fiber of 1.2%, and minimum fat of 3.1%. Corn grits must meet CID A-A-20035E and FDA standards for Enriched Corn Meal (21 CFR § 137.260) with no added sodium permitted. Warranty requirements specify minimum shelf-life of one year for degermed cornmeal at room temperature and six months for frozen blue cornmeal, with both products requiring manufacture within 60 days prior to shipment. Contractors must perform product testing and maintain Certificates of Analysis for a minimum of seven years. Packaging must consist of commercial brand products with current commercial shipping practices, and materials are specified by code including grits in 12/2 lb bags (1,728 cases per truck) and degermed cornmeal in 8/5 lb bags (1,071 cases per truck).
