About this file

This document is Amendment 0001 to solicitation CORHQ-26-Q-0376, issued by the Federal Deposit Insurance Corporation (FDIC) on September 14, 2026, regarding a procurement for Samsung commercial display televisions. The amendment extends the solicitation deadline to Wednesday, September 16, 2026, at 4:00 PM CT to allow offerors time to revise quotes based on changes made. The procurement requires 10 units of 65-inch Samsung QBC commercial displays (model QB65C-N, no-Wi-Fi configuration) and 105 units of 85-inch Samsung QBC commercial displays (model QB85C-N, no-Wi-Fi configuration), with delivery to multiple locations including Atlanta, Dallas, Kansas City, San Francisco, and Chicago. All pricing must be firm-fixed for the contract period, with all freight and inside-delivery costs included in unit prices. Delivery is required within 60 days after receipt of order, with "inside delivery" defined as delivery beyond the loading dock only—no unpacking, placement, wall mounting, or installation required. The evaluation methodology is Lowest Price Technically Acceptable (LPTA), with award made to the lowest-priced technically acceptable quote meeting the specified Samsung models and part numbers. This is a one-time buy procurement with a 12-month period of performance; no small business set-aside applies, past performance is not an evaluation factor, and offerors are not required to be authorized Samsung resellers. The Trade Agreements Act (TAA) compliance is required, and all quoted products must be new, in-box, and not refurbished.

The document includes a Questions and Answers section addressing 31 inquiries from potential offerors. Key clarifications include: the specific Samsung part numbers are required and brand-name or equal equivalents will not be considered; authorization as a Samsung reseller is not required, but products must carry valid warranties tied to serial numbers; TAA compliance is mandatory with supporting certification required; partial shipments by destination are permitted provided all units are delivered within the required timeframe; liftgate service, delivery appointments, and other ancillary services are required only at the locations specified in the updated shipping schedule; wall-mounting brackets, stands, cables, and remote controls are not included in the requirement; and no installation, mounting, or removal of existing displays is included in the scope.

The Period of Performance is stated as 12 months. Could you please confirm whether this requirement is intended as a one-time purchase, or whether orders may be placed incrementally throughout the 12-month contract period?

RFQ Section F, Clause 7.3.1-12 Period of Performance - July 2023, p.9;

Attachment B-1 Price Schedule and Shipping_V2

The Period of Performance is established for twelve (12) months to accommodate the need for other administrative work to be completed after all items have been delivered (e.g., Invoicing). The required delivery date for all items and quantities remains 60 days after receipt of order.

Additionally, if pricing is required to remain valid for the full 12-month period, are vendors expected to maintain the same net unit pricing throughout the contract term? Given ongoing supply-chain conditions and potential manufacturer list-price changes, would it be acceptable to propose a fixed discount percentage off the manufacturer’s then-current list price, allowing the list price to be updated during the contract period while maintaining the quoted discount percentage?

General Inquiry

This procurement is a one-time buy for firm-fixed prices for the quantities and items provided in Section B and Attachment B-1 Price Schedule and Shipping_V2 and required delivery of 60 days after receipt of order. In accordance with RFQ Provision 6.3.2-13 Effective Period of Offer - July 2008, all offers shall be valid for a period of not less than 120 days.

All pricing submitted shall be inclusive of any associated direct or indirect costs (e.g., shipping or overhead).

Would the FDIC consider LG equivalent commercial displays in place of the specified Samsung QB65C-N and QB85C-N models? The proposed LG units would meet or exceed the required size and commercial-display specifications, including the no-Wi-Fi requirement for the 85-inch units. If substitutions are permitted, please confirm whether we should submit LG specification sheets with our proposal for technical evaluation.
