About this file

This is Amendment 0001 to Request for Quote (RFQ) CORHQ-26-Q-0314 issued by the Federal Deposit Insurance Corporation (FDIC), effective October 7, 2026. The amendment posts a Questions and Answers document to the solicitation and confirms that the RFQ close date remains October 9, 2026. The solicitation is not extended. Offers must acknowledge receipt of this amendment by signing and including the signed amendment with the proposal.

The Questions and Answers document clarifies key aspects of the LexisNexis Bridger Insight XG, InstantID, and Waterfall products and services being procured. The requirement constitutes a renewal of existing LexisNexis licenses and support currently in use at FDIC. InstantID and Waterfall Email and Phone Service are used in conjunction with FDIC's DPS application for verification of mailing addresses and electronic contact information to enhance confidence in accurate payment delivery following insured deposit institution failures; files are transferred via globalscape. FDIC maintains one Enterprise license for Bridger Insight XG for any authorized user. The InstantID and Waterfall Email and Phone Service subscription operates on a pay-per-transaction basis with a $10,000 annual minimum charge, with estimated annual transaction volume of approximately 500 requests based on closing activities. Two of the three contract periods will be option periods and are optional; however, offerors must include pricing for all periods in their quotes. The prime offeror is not required to be a LexisNexis authorized partner, as this requirement may be satisfied through an authorized LexisNexis distributor subcontractor.

Question No. Question RFQ Section/Page # FDIC's Response

Can FDIC confirm whether this requirement is intended as a renewal of existing LexisNexis licenses/support currently in use at FDIC, or a new implementation of these products and services?

General Inquiry This is a renewal of existing LexisNexis licenses/support currently in use at FDIC.

2 For InstantID & Waterfall Email & Phone Service, what are the primary intended use cases and what outputs does FDIC require? General Inquiry

This service is used in conjunction with the DPS application for verification of mailing addresses and electronic contact information for use in raising the confidence in accurate delivery of payments following the failure of an insured deposit institution. The InstantID and Waterfall products can increase the confidence of that identity.

3 How does FDIC expect to consume InstantID and Waterfall Email? via API, an online portal, or host-to-host? General Inquiry Files are transferred via globalscape to/from Lexis Nexis.

4 Could you please confirm the current licensed user count or license capacity for Bridger Insight XG? General Inquiry We have one Enterprise license for any FDIC user to use Bridger Insight XG - no restrictions except the user needs to be added to LUS-Bridger Insight.

5 Is the InstantID & Waterfall Email & Phone Service subscription subject to annual transaction limits, usage quotas, or pay-per-transaction charges? General Inquiry It's a pay per transaction charge and if we don't reach $10,000 in transaction costs for the year, we get billed the minimum of $10,000.

6 Could you provide the estimated annual volume of email and phone verification requests? General Inquiry Varies based on closing activities. Last year, we sent approximately 500.

7 Does the current subscription include any existing usage tiers, service levels, or contractual pricing that must be maintained? General Inquiry

For Waterfall and InstantID, If we do not exceed $10,000 annually of charges for transactions sent, we have a minimum charge of $10,000 for the year. We do have the ability to contact them at any point for any questions or communication on the interface.

8 Is the Premier Support Center renewal required for all three contract periods?

RFQ p.23, clauses 7.5.5-01 - Option Period - October 2015 and 7.5.5-02 -

Notice of Exercise of Option - July 2008

Two of the periods of performance will be option periods. As such those periods of performance are optional and not guaranteed. However, offerors are required to include pricing for those periods of performance in their quotes.

Must the prime offeror itself already be recognized by LexisNexis as an authorized reseller/partner, or may that requirement be satisfied through an authorized LexisNexis subcontractor or distributor?

RFQ Section L, p.36-37, provision 7.3.2- 09 - General Proposal Instructions -

December 2023

The Prime is not required to be a LexisNexis authorized partner. The requirement may be satisfied through a subcontractor who is an authorized LexisNexis distributor.
