About this file
This document is an RFQ Questions & Answers Amendment for CORHQ-26-Q-0229, a Federal Deposit Insurance Corporation (FDIC) procurement for Cisco Meraki Hardware and Software Support.
The solicitation is for new equipment procurement comprising Cisco Meraki routers, switches, and access points with associated licenses and support. Hardware and licenses are specified in Attachment B-1 Price Schedule and Section B, with physical delivery required to Arlington, VA and electronic delivery of software licenses to DITSoftwareMgt@fdic.gov. Pricing must be firm-fixed-price with all unit rates fully loaded to include shipping and delivery charges (FOB Destination). Key requirements include offerors providing proof of Authorized Reseller/Partner status with Cisco or Original Equipment Manufacturer (OEM) certification; small businesses bidding as subcontractors may provide the subcontractor's Cisco Partner Certificate alongside a signed Manufacturer Authorization Letter. A separate Pre-Award Supply Chain Risk Management Information volume is required, which offerors may provide in custom format per Clause 7.1.2-03 specifications. The Price Schedule contains specific hardware part numbers including routers (MX85), switches (MG52E), power cords (MA-PWR-CORD-US variants), SFP transceivers, and POE injectors; FDIC clarified duplicate line items have been removed and corrected in amended schedules. License requirements specify CO-Term licensing model with MX devices requiring Advanced Security licenses and Meraki devices requiring Enterprise licenses. No installation, configuration, or technical support services are required beyond product procurement, and no current Meraki inventory reference documentation is available to offerors.

Question No. Applicable Document Page # Question FDIC's Response
1 RFQ Provision 7.3.1-16 Technical Requirements RFQ Sec L, p.47
We would like to confirm whether the following offering would be acceptable for your requirement:
Original Cisco equipment Includes a 1-Year Warranty SmartNet Eligible Product will be sourced through the open market (not directly from Cisco distribution)
All equipment supplied will be genuine Cisco hardware and will be eligible for Cisco SmartNet support.
Could you please confirm whether this sourcing approach is acceptable for your procurement requirements? If there are any specific restrictions regarding sourcing channels or authorized distribution, please let us know so we can ensure full compliance with your requirements.
No - in accordance with clause 7.3.1-16. the offeror must provide proof of being an Authorized Reseller/Partner of the Original Equipment Manufacturer (OEM), Cisco, or be the OEM. Proof of status must be provided with the Offeror's quote.
Please also reference FDIC's response to question number 8 below.
2 RFQ - Provision 7.3.1-16 Technical Requirements RFQ Sec L, p.47
I want to confirm I have the complete solicitation package before submitting. The RFQ description references provision 7.3.2-09, "General Proposal Instructions – December 2023," as governing the proposal format and requirements. I don't see this as a standalone attachment on the SAM.gov posting — could you confirm whether it's included elsewhere in the package, or send it directly if it's a separate document?
Please reference Provision 7.3.2-09 General Proposal Instructions - December 2023 located on page 48 of the solicitation PDF.

Attachment B-1
Item #6 requests MA-PWR-CORD-US for QTY 46 under the MX85. However they are already requesting a power cord for the device on item #3 (MA-PWR-CORD-US-FR). Are they wanting this other power cord as well? If would be different then the one needed for the MX85.
Yes line #6 looks like a duplicate. It has been removed from the Price Schedule. Please utilize the amended Price Schedule.

B, p.4;
Attachment B-1
Item #19 (MG52E-HW) has been updated to the current sku MG52E. Same thing device wise just in CCW it drops the -HW so we can configure it.
Former Item #19 Part Number has been updated from MG52E-HW to MG52E.
Please reference the amended Price Schedule.
5 RFQ Section B; Attachment B-1 Price Schedule RFQ Section
B, p.4;
Attachment B-1
Item #22 lists MA-PWR-CORD-US under the MG52E. This is just a power cord however.
I see down the way on line Item #32 lists a POE injector, is this power cord meant for that? Reason is just the QTY's match so thought maybe that is the power cord for this injector. Also a note that this POE injector would not be listed as a compatible option for the MG52E if that is what it was meant for.
Yes former line #22 (line #21 in the amended Prtice Schedule) is the power cord for former line #32 (line #31 in the amended Price Schedule) that says “(Power Cord Not Included)” in the product description.
6 RFQ Section B; Attachment B-1 Price Schedule RFQ Section
B, p.4;
Attachment B-1
Item #29 SFP-10G-T-X= is only compatible with certain Cisco products, none of which are on this BOM. Cisco has dropped off many of the copper 10GB SFP options due to heat issues. Unfortunately there is not a Meraki compatible copper 10GB SFP listed any longer. If this is meant for a device that is not part of this BOM we would want to verify which device it is intended to be used with.
The account team has brought this to our attention also. We are prepared to work within the constraints of the hardware and understand it is not supported.

Attachment B-1
Cisco has several models of Licenses now. Typically to verify license type as well as license level, we get a screen shot of the clients license info page from their dashboard.
This is located under the organization tab and then license info. In this case I built the below BOM based off the requested parts list. However, this is the CO-Term license model. Cisco has become much stricter with RMAs for incorrectly quoted licensing models. We will want to verify with the client they are on the CO-Term model of licensing and not PDL or SAAS model. Also that their MX licenses are in fact ADV SEC and MR licenses are Enterprise.
FDIC identified a few discrepancies on former line #27 (Line #26 on the amended Price Schedule). FDIC requires the Essentials license for the MX68 unit. The Price Schedule has been amended to reflect “Meraki FedRAMP MX68 Enterprise License and Support, 1YR” and Part#: “FED-MX68-ENT-1YR”
