About this file

This is a Question and Answer Summary document for Request for Proposals 202603041 issued by the State of Maine, Department of Labor, Bureau of Rehabilitation Services, Division for the Deaf, Hard of Hearing and Late Deafened, addressing bidder inquiries regarding Telecommunications Equipment and Advocacy Services. The RFP solicits comprehensive services including operation of a toll-free telecommunications line accessible via videophone, TTY, and voice during business hours; maintenance of updated websites for information and referral; statewide outreach and consumer satisfaction surveying; operation of a statewide distribution system for specialized telecommunications equipment including TTYs, hearing aids, tablets, tele-coil technology, and voice-amplified phones available on loan and cost-sharing bases; and provision of individual and systemic advocacy services statewide to approximately 200-220 Deaf and hard-of-hearing consumers annually. The document clarifies that no bidder's conference will be held and that bidders should reference Part II (A) language regarding eligibility to submit bids. Key service expectations include conducting a minimum of 10 trainings annually to the Deaf community and Deaf and Hard of Hearing public safety personnel, and hosting or co-hosting an annual or biannual conference in collaboration with the Department of Deaf, Hard of Hearing and Late Deafened (DODHHLD). Questions from bidders were required by April 10, 2026, at 4:00 p.m. local time, with proposals due April 24, 2026, at 4:00 p.m. local time. The contract term runs from July 1, 2026, through June 30, 2027, with four optional renewal periods available through June 30, 2031.

The RFP anticipates a single award totaling $676,479, comprised of two separate budgets: $306,153 for Civil Rights advocacy services and $370,326 for the Telecommunications Equipment Program. Cost proposals must include the initial performance period and the first renewal period as a fixed amount. The document clarifies that the referenced award amount applies only to the initial contract period, with the cost proposal covering both the initial award period and the first renewal. Regarding financial documentation, three years of audit reports (2023, 2024, and 2025) are acceptable as long as they satisfy specified requirements, and no specific licensure or certification requirements apply unless bidders have their own. Payment terms are anticipated to be net 30 upon receipt of accurate and acceptable invoices. The RFP document contains no set-aside designations or restrictions limiting responses to particular organizational types, references no incumbent vendors, and does not specify existing infrastructure or technology integration requirements.

Question Answer

The TOC references Part 1 (C) Eligibility to Submit Bids and Part III (B) Bidders' Conference; however, neither section is described in the RFP. Can the Dept. clarify what entities are eligible to submit bids and if there will be a bidders' conf.?1. There will be no bidder’s conference. An oversight in the issuance of the RFP is that “C – Eligibility” is missing. Given that, could the bidders be referred to language in A, “ must demonstrate the ability to…”
Part II (B)(5) details training expectations. Would the Department please clarify the numerical expectation for trainings with DDHHLD of Public Safety personnel? There is an expectation that the bidder would conduct 10 trainings to the Deaf Community and demand in the past for public safety training to non-state entities has been approximately 12 trainings annually
Part II (B)(5) Would the Department also please clarify if a minimum of 10 trainings to Deaf and Hard of Hearing Communities are required during the contract period, or "up to" 10 trainings, depending on the number of requests received. There is an expectation that the bidder would conduct 10 trainings to the Deaf Community and demand in the past for public safety training to non-state entities has been approximately 12 trainings annually
Part II (B)(5) details conference expectations. It is our understanding that the successful bidder will work collaboratively for the annual or bi-annual Deaf and Hard of Hearing conference. Is the expectation that the bidder host or co-host?There is an expectation that the vendor would arrange to host an annual or biannual conference with input from DODHHLD. The vendor may select to work with additional organizations in the delivery of the conference.
Part IV (II)(5) Will annual audits for 2023, 2024 and 2025 suffice here?Three years of audit are acceptable as long as they include the requirements of Part IV (II)(5) A. & B.
Part IV (Section II)(6) Can the Department clarify which documentation is expected? The list appears to be missing from the RFP.There are no specific licensure or certification requirements for this RFP unless the bidder has their own requirements
For Part IV (Section IV) (1), is a detailed budget or budget narrative required?Inclusion of a detailed budget and budget narrative are a satisfactory means of responding to the Cost Proposal
For Appendix F (1), can the Department confirm that a two-year cost proposal is expected? If yes, can you clarify if the award amounts referenced in Part I (D) are for the initial period of performance only or for that and the first renewal? The award amount is for the initial contract period. The cost proposal should include the initial award period and the first renewal.
For Appendix C, should project contacts be internal contacts or clients/funders?For referenced projects, this should be external contacts
