About this file

This is a Federal Supply Schedule (FSS) Sole Source Justification document for a logical follow-on contract award. The General Services Administration (GSA), specifically the Public Buildings Service (PBS) Office of Acquisition Management, proposes to award a sole-source order to Tango AgilQuest for continuation of workspace reservation system services under FSS Contract GS-35F-470BA. The requirement supports the relocation of GSA Headquarters staff from 1800 F Street to the Theodore Roosevelt Building (TRB) swing space. The base award year runs from June 2026 to June 2027, with three option years extending through June 2030. The contract is assigned to Budget Activity CST1 under Prior Order Number 47PM0923F0077, with the new contract number to be determined. System capabilities required include workspace reservation functionality, user profile and access management, location/room/desk/asset configuration, administrative reporting, deployment and configuration support, integration with GSA's existing access and security environment, and compliance with federal security and accessibility requirements.

The justification for sole-source award rests on RFO/GSAR 538.7104-3(b)(1)(iii), which permits logical follow-on orders to previously competed FSS awards when in the interest of economy and efficiency. GSA previously competed and awarded Order 47PM0923F0077 to Tango AgilQuest on September 27, 2023, following competition among three FSS contractors. The incumbent contractor has already implemented and configured the Tango AgilQuest platform within GSA's environment, which has undergone security review with an Authority to Operate (ATO) status dated March 4, 2026, Section 508 accessibility compliance verification, and integration with GSA's single sign-on environment. Award to another vendor would require duplicative implementation and transition activities, including new vendor onboarding, system configuration, data migration, additional security and accessibility reviews, and user training. GSA has a critical operational deadline of July 31, 2026, to deploy the reservation system. The contracting officer will evaluate Tango AgilQuest's proposed pricing for best value, considering continuity of service, reduced transition risk, avoidance of duplicative costs, and schedule requirements. FSS contract pricing has been determined fair and reasonable at the Schedule contract level. The justification notes that this sole-source award is not intended to preclude future competition; GSA will consider competing new FSS orders or establishing competitively awarded BPAs for longer-term workspace reservation system requirements.

This justification supports the proposed award of a sole-source Contract by Project Delivery Contracting- Central on behalf of Office of Administrative Services (OAS). The proposed order will be issued to Tango AgilQuest under Contract No. TBD, for workspace reservation system services in support of swing space for the relocation of GSA Headquarters (1800 F Street) staff into the Theodore Roosevelt Building (TRB).

The system is required to support the stand-up and management of workspace reservations for personnel relocating to the Theodore Roosevelt Building swing space, including reservation functionality, user access, location/asset configuration, reporting, and integration with GSA's existing technical and security environment.

The Government requires a workspace reservation system capable of supporting the timely deployment and operational management of reservation functionality for the Theodore Roosevelt Building swing space.

The requirement includes, but is not limited to:

● workspace reservation functionality;

● user profile and access management;

● location, room, desk, or asset configuration;

● administrative reporting;

● support for system deployment and configuration;

● integration with GSA's existing access/security environment;

● compliance with applicable federal security and accessibility requirements.

The proposed action is a new sole contract order to Tango AgilQuest for continuation and deployment of reservation system services that are a logical follow-on to a prior competitively awarded FSS order.

The authority for this sole-source FSS order is RFO/GSAR 538.7104-3(b)(1)(iii).

The ordering activity may place an FSS order exceeding the SAT on a sole-source basis when the order is in the interest of economy and efficiency because it is a logical follow-on to an FSS order already issued on a competitive basis. RFO/GSAR 538.7104-3 requires the justification to be in writing and to include sufficient detail and supporting rationale for the exception used.

GSA previously competed and awarded FSS Order No.47PM0923F0077 to Tango for workspace reservation system services. The prior order was awarded on 09/27/2023 under GS-35F-470BA following competition among 3 FSS contractors, Agilquest (TANGO), The prior competed order resulted in the implementation and/or configuration of a GSA workspace reservation system environment using the Tango AgilQuest platform. The system has been used or configured to support GSA workspace reservation needs and has established technical, operational, security, and integration elements that are directly relevant to the current requirement.

The prior order has expired; however, the current requirement represents a continuation and natural extension of the prior competed effort. The current requirement is not a new, unrelated requirement.

Rather, it requires continuation of the same or substantially similar reservation system capability within the existing GSA environment to support the Theodore Roosevelt Building swing space requirement.

Award to Tango is in the interest of economy and efficiency because the current requirement is a logical follow-on to the previously competed FSS order.The contractor has already implemented, configured, or supported a GSA reservation system environment, and GSA has already invested time and resources in technical review, configuration, security review, accessibility review, and system integration activities associated with this platform.

Awarding the follow-on order to another vendor at this stage would require the Government to duplicate substantial implementation and transition activities, including:

● onboarding a new vendor;

● configuring a new reservation system environment;

● establishing user roles, permissions, and workflows;

● uploading or recreating user, asset, and location data;

● completing additional security review and authorization activities;

● completing accessibility/Section 508 review;

● integrating the system with GSA's single sign-on environment;

● conducting user experience and functionality testing;

● training users and administrators;

● managing transition risk and potential operational disruption.

These activities would increase cost, duplicate prior effort, and create schedule risk. In contrast, award to Tango allows the Government to leverage the existing GSA environment, prior configuration work, prior technical familiarity, and established system capabilities.

An instance of the Tango AgilQuest system has already been developed and is currently operational or configured for GSA use. This existing instance demonstrates the vendor's understanding of GSA's workspace reservation requirements and provides a platform that can be used, modified, or expanded to support the Theodore Roosevelt Building swing space requirement. Because the system environment already exists, award to Tango AgilQuest avoids the time and cost associated with standing up a completely new reservation platform.

The existing Tango AgilQuest environment has undergone GSA security review activities, including ATO status, 03/04/2026. A new vendor or new platform would require additional security review, documentation, testing, and authorization activities. Repeating these activities would create duplicative effort and schedule risk, particularly given the Government's need to have the reservation system operational by July 31, 2026.

The existing platform has been reviewed or verified for Section 508 compliance. This reduces the need for the Government to initiate a new accessibility review process for an entirely different reservation system. A new system would require separate accessibility review and validation, which would add time and risk to the deployment schedule.

The existing Tango AgilQuest platform is already integrated, or is substantially positioned for integration, with GSA's single sign-on environment. This allows for secure and seamless access by GSA personnel.

Integrating a new reservation system with GSA's SSO environment would require additional technical development, coordination, testing, and validation. This would duplicate prior effort and further delay deployment.

The Tango AgilQuest platform allows for the configuration of users, assets, locations, and workspace reservation rules. This functionality is critical for rapidly configuring the Theodore Roosevelt Building swing space. Because the vendor has already supported GSA's reservation system requirements, the contractor is positioned to configure the required workspace reservation environment more efficiently than a new vendor.

GSA has existing familiarity with the Tango AgilQuest platform, including its administrative functions, user interface, and operational capabilities. Use of the incumbent platform reduces the level of new user testing, training, change management, and administrative onboarding required for deployment. A new system would require additional review to ensure it meets GSA's functional, operational, security, and accessibility requirements.

GSA has a critical operational need to stand up the workspace reservation system by July 31, 2026, to support the relocation of headquarters staff into the Theodore Roosevelt Building swing space.

The deadline is not the sole basis for this justification; rather, it reinforces the need for economy, efficiency, and continuity. Conducting a new competition and transitioning to a different platform would require the Government to repeat significant configuration, security, accessibility, integration, testing, and deployment activities that have already been completed or substantially mitigated through the existing Tango AgilQuest environment.

Based on the Government's required schedule, transitioning to a new vendor would create substantial risk that the reservation system would not be operational in time to support the relocation and effective management of the swing space.

The Government considered whether other FSS contractors could meet the workspace reservation system requirement. Market research indicates that other vendors may offer reservation system or workplace management capabilities under FSS contracts. However, the existence of other reservation system providers does not eliminate the economy and efficiency rationale for this logical follow-on.

The Government's need is not merely for any reservation system. The Government requires timely continuation and deployment of a reservation system capability that leverages the existing GSA environment, prior configuration, security review, accessibility review, SSO integration, and operational familiarity.

Award to another vendor would require duplicative implementation and transition activities that would increase cost, increase schedule risk, and jeopardize the Government's ability to meet the July 31, 2026 operational deadline.

Therefore, award to Tango AgilQuest is justified as a logical follow-on in the interest of economy and efficiency.

The proposed order will be placed under Tango AgilQuest’sFSS contract. FSS contract pricing has been determined fair and reasonable at the Schedule contract level.

The ordering activity contracting officer will evaluate the contractor's proposed pricing for this order, including any discounts, concessions, labor categories, subscription pricing, implementation charges, travel, or order-level materials, as applicable. The contracting officer will document the order file to support the determination that the proposed order represents the best value to the Government.

The best value determination will consider price, continuity of service, reduced transition risk, avoidance of duplicative implementation costs, schedule requirements, and the Government's need to have the reservation system operational by July 31, 2026.

This sole-source logical follow-on is not intended to avoid competition for future recurring requirements.

For any longer-term or future requirement beyond this immediate operational need, the Government will consider competing a new FSS order or establishing a competitively awarded FSS BPA to support ongoing workspace reservation system requirements. The Government will also consider whether future requirements can be structured to reduce transition barriers, including documentation of system requirements, data export needs, integration requirements, and migration planning.

The proposed sole-source award to Tango AgilQuest is justified under RFO/GSAR 538.7104-3(b)(1)(iii) because the requirement is a logical follow-on to a previously competed FSS order.

Award to Tango AgilQuest is in the interest of economy and efficiency because the contractor has already implemented or configured the GSA reservation system environment, and award to another vendor would require duplicative configuration, security review, accessibility review, SSO integration, testing, training, and deployment activities.

The July 31, 2026 deadline further supports the need for continuity and timely deployment. Award to Tango AgilQuest reduces transition risk, avoids unnecessary duplication of effort, and supports the Government's ability to meet its operational requirement.

I certify that this justification is accurate and complete to the best of my knowledge and belief.
