About this file

This document is a Class Justification and Approval (JA) for a contract ceiling increase for Army Watercraft Sustainment Maintenance (AWSM) Multiple Award Task Order (MATO) contracts. The Army Contracting Command-Detroit Arsenal (ACC-DTA) proposes to modify 14 existing Continental United States (CONUS) contracts to increase their maximum dollar value from $241M to $288M, enabling continued On-Condition Cyclic Maintenance (OCCM), modification, and modernization of the Army's vessel fleet through January 2026.

The modification supports critical maintenance efforts including Service Life Extension Programs (SLEPs), Engineering Change Proposals (ECPs), and Modification Work Orders (MWOs) to ensure vessel mission readiness. The action covers 14 contractors including Bay Ship & Yacht CO., Colonna's Shipyard, Conley Marine Services, and others. The government anticipates awarding a competitive follow-on contract in the second quarter of Fiscal Year 2026, with individual task orders to be competed among the current 14 CONUS MATO contractors to maintain operational availability and fleet supportability.

DEPARTMENT OF THE ARMY

CLASS JUSTIFICATION AND APPROVAL

FOR OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity: Army Contracting Command-Detroit Arsenal (ACC-DTA) is the contracting activity responsible for this action.

2. Description of Action: Under this Class Justification and Approval, ACC-DTA proposes to award a modification to increase the maximum dollar value of each of the 14 Army Watercraft Sustainment Maintenance (AWSM) base contracts (W56HZV-21-D- L002 through L015) under the Continental United States (CONUS), Firm Fixed Price, Indefinite Delivery Indefinite Quantity, Multiple Award Task Order (MATO) contracts for the On-Condition Cyclic Maintenance (OCCM), Modification and Modernization, to include Service Life Extension Programs (SLEPs), Engineering Change Proposals (ECPs) and Modification Work Orders (MWOs) to the existing fleet of vessels. The five

(5) ordering periods from 27 January 2021 to 25 January 2026 remain unchanged, however due to higher than anticipated operations, approval of this request enables the Army Watercraft Inspection Branch (WIB) and Product Manager Army Watercraft Systems (PdM AWS) to conduct OCCM modification, modernization efforts to the existing fleet of vessels. These modifications to increase the ceiling are necessary to allow for continued support as the Government prepares a competitive follow-on contract. Fiscal Year (FY) 2025/26 Army Operations and Maintenance and Other Procurement, Army funds will be used for these actions.

3. Description of Supplies/Services: This action is to increase the ceiling amount under the current AWSM CONUS MATO contracts to include OCCM, Modification and Modernization to the existing fleet of vessels. Modification and Modernization efforts consist of Service Life Extension Programs (SLEPs), Engineering Change Proposals, and Modification Work Orders.

The OCCM efforts performed on the existing fleet of vessels are mandated sustainment maintenance efforts in accordance with ATP-4-33- Maintenance Operations, AR 750-1 and 46 CFR. These include a series of inspections and maintenance service actions that are designed to ensure the watercrafts’ internal and external structure.

The planned SLEP efforts are required to address reliability, maintainability, and obsolescence issues to achieve an improvement in fleet readiness and supportability, as well as a reduction in operating costs associated with equipment at the end of its Economic Useful Life. Without SLEP, Army required missions for operational availability will be at risk.

To successfully perform its mission, the U.S. Army Fleet of Vessels need to be mission capable, ready to respond at any moment. To ensure mission capable status, the WIB and PdM AWS must have the ability to perform OCCM, Modification and Modernization on the current fleet of vessels.
