About this file
This is a Justification and Approval (J&A) document for a one-year firm-fixed-price sole-source contract renewal to procure brand-name software maintenance and support services for D-Scope systems.
The Defense Health Agency (DHA), through its Healthcare Contracting Division (HCD) – South, is awarding the contract to Medical Digital Developers LLC (DBA D-Scope Systems, New Rochelle, NY) for a total estimated value of $59,625.00 covering the period May 26, 2026 through October 31, 2027. The requirement encompasses maintenance and support services for 16 D-Scope Workstations, 3 D-Scope Servers, and 3 each of D-Scope EHR Integration Modules and D-Scope DICOM Integration Modules at Wilford Hall Ambulatory Surgical Center and Brooke Army Medical Center. The statutory authority for this non-competitive procurement is RFO 6.103-1(b) for one responsible source. Market research conducted March 5-23, 2026 confirmed that D-Scope Systems and its GSA distributor, FOUR LLC, are the only sources capable of providing the required support services for this proprietary commercial off-the-shelf (COTS) product, which functions as an integrated video and image sharing system with DICOM and PACS/VNA integration, featuring stringent security protocols (Confidentiality-Moderate, Integrity-High, Availability-Moderate) and AES-128 encryption. A pre-award notice was posted to the Governmentwide Point of Entry (GPE) on February 24, 2026 with a 15-day response period; one response from Dream Catchers, LLC on March 10, 2026 merely confirmed inability to support the D-Scope software. The government determined the pricing to be fair and reasonable based on FAR 15.404-1(b)(2) and (6) price analysis techniques.
