Contractor Questions and Government Responses to Sources Sought Notice / Request for Information (RFI) for Analytical Services in support of U.S. Army Combat Capabilities Development Command (DEVCOM) Data and Analysis Center (DAC) Joint Technical Coordinating Group for Munitions Effectiveness (JTCG/ME) Program

27 October 2022

Contractor Question #1: In the Sources Sought document Place of Contract Performance is listed as being Government Facility or Contractor’s Site. In the Performance Work Statement under section C.3.3 Contractors Working on a Government Site: it describes actions for contractors on government site, but there is no section regarding contractor site requirement. And under C.3.4.1 Facility Clearance. It states, The contractor shall possess or be capable of obtaining a TOP SECRET facility clearance as prescribed by DD Form 254, Contract Security Classification Specification. Contractor performance may be at the contractor facility or the User Agency requiring the support. The contractor may receive, generate, and safeguard classified information up to the SECRET level at their facility. Contractor personnel may access classified information at Government or Contractor facilities as specified by the COR, Alternate COR, or Government POC. Contractor personnel shall access SCI only at a US government facility or other contractor facility designated by the contract monitor.

a. Is the intent to have a contractor site that is an accredited Secret level Sensitive Compartmented Information Facility (SCIF) and will that be a requirement for the contractor in the proposal?

Government Response #1: The intent of the Government is for the Contractor to have facility that can handle up to the classification requirements of each task order that the vendor is awarded. From previous contracts, much of the requirement’s work is at a SECRET collateral level or even unclassified code development. There will be task orders that will require higher classifications to include TS and SCI, where a SCIF would be needed at the facility or access to a facility for those task order requirements. Even if a task order has unclassified requirements (e.g., unclassified code development), the personnel supporting the requirements should be U.S. Citizens and able to obtain a Security clearance. The latter is due to much of the deliverables will feed classified product capabilities.

Contractor Question #2: In the Sources Sought document under section C.3.1 Tasks. It states, The Contractor, as an independent contractor and not as an agent of the Government, shall provide the necessary resources (except those furnished by the Government) to accomplish tasks of the type set forth below…

a. To what extent does the government intend to provide current operating programs and baseline expectations for bidding contractors to understand where the government expects continued use of existing programs and software, and where they will allow contractor solution input throughout the proposal process?

Government Response #2a: Government plans to provide in detail current operating programs and baseline expectations for every task order being sought under this contract, as applicable. This will include identification of existing programs and software for continued use in the task order as well as seeking contractor solution input(s) for applicable task orders in the beginning of proposal process. Provided material/information for task order would be considered Government Furnished Equipment or Information for further enhancement for Government deliverables at end of task order period of performance or other contractual due dates.

b. Will there be an industry day to provide this insight?

Government Response #2b: No, but the Government through Contracting is willing to provide more information via other forums as necessary, such as virtual session or follow up questions, in order to provide details on JTCG/ME program and contract. We envision these sessions as one-to-two-hour virtual engagements for each interested contractor.

Contractor Question #3: In the Sources Sought document under section C.3.4.2 Personnel Security Clearances. It states, Contractor personnel performing under certain task orders may require access to TOP SECRET and Sensitive Compartmented Information (SCI). All other contractor personnel designated to perform on this contract will require access to classified material up to and including SECRET.

a. Will the government provide examples of which types of work can be expected to be conducted at the TS level versus the Secret level?

Government Response #3: Yes. Potential TS level work involves those task orders supporting electronic warfare, cyber, and space domains.) As indicated in previous answers above, the intent of the Government is for the Contractor to have facility that can handle up to the classification requirements of each task order that the vendor is awarded. See the answer for question #1 above concerning facility clearance regarding personnel security clearance levels.
