About this file

This is a Contractor Capability Survey designed to solicit information from potential contractors interested in a federal contract opportunity. The survey is organized into three sections that collectively assess a firm's qualifications, capacity, and ability to perform the required work.

Part I requests standard business information including company name, address, point of contact details, CAGE Code, phone, email, web page URL, and current facility security clearance status. Part II contains six capability questions requiring contractors to demonstrate past experience on similar projects with contract numbers and dates, identify any documentation requirements that would prevent them from bidding, confirm experience providing services outside the continental United States (OCONUS) specifically in Iraq, document experience providing Security Assistance Mentors and Advisors, confirm DCAA-approved accounting systems, and attest to financial capability to support the contract size. Part III contains nine Request for Information questions asking contractors to assess the Performance Work Statement (PWS) itself, including whether any provisions reduce competition, whether NAICS code 541611 is appropriate, if requirements are duplicative, whether tasks align with industry standards, what additional information is needed for workload estimation, what risks exist in PWS performance, whether requirements are clearly stated, if any provisions are unduly burdensome, and what factors should determine financial capability assessment.
