If so, please explain.
14. If this requirement is advertised, do you anticipate submitting an offer?
15. Do you have a price list that shows different inspection and maintenance pricing established?
16. In accordance with Federal Acquisition Regulation (FAR) 19.705-2, the
Government is to determine whether subcontracting possibilities to small business for this requirement exist by considering relevant factors such as-
(a) Whether firms engaged in the business of furnishing the types of items (or services) to be acquired customarily contract for performance of part of the work or maintain sufficient in-house capability to perform the work; and
(b) Whether there are likely to be product (or service) prequalification requirements.
For large business respondents (note – small businesses are exempt from this portion of this Sources Sought Notice), please discuss the effort as described in the sources sought and identify potential small business subcontracting possibilities in terms of task and overall estimated percentage of effort (e.g., as identified in DRAFT PWS, a large business respondent may indicate that it would likely subcontract the requirement for “maintenance service” to small business, representing an estimated five percent of the overall workload tied to this effort; etc.)
If a respondent has been or is presently a contractor on an effort that is similar in size and scope to that outlined in the sources sought, please provide a contract number and existing, approved, “on contract” subcontract plan with your response. This “subcontract plan” document will NOT count to overall page count of your response.
If a respondent does not believe subcontract possibilities exist for this effort, please explain (e.g., since the nature of the DRAFT PWS is highly specialized, we, as a large company, keep the necessary expertise in house to support such requirements and such expertise is considered “low density” in the overall marketplace, therefore not readily available to support subcontracting efforts; etc.) If able, please provide DoD contract numbers for comparable equipment rental efforts that do not contain a corresponding subcontract plan, presumably because the respective Government Procuring Agency has determined that “there are no subcontracting possibilities” pursuant to FAR 19.705-2(c). Please provide a Government Contracting Office point of contact (email and phone number), so USACE can verify and validate this assertion.
17. Attention - Small Business respondents who are interested in submitting a response as the prime contractor for this effort - Note that a key factor in determining an acquisition to be a Small Business Set Aside is that a prime contractor must be capable of providing at least 50% of the entire scope of the effort, as defined in Federal Acquisition Regulation (FAR) clause 52.219-14, Limitations on Subcontracting. Provide specific details and rationale as to how compliance with FAR clause 52.219-14 would
Duluth Drydock Services Contractor Capability Survey be achieved, including specific details regarding teaming arrangements, etc. If subcontracts are to be used, provide anticipated percentage of effort to be subcontracted and whether small or large businesses will be used. Teaming and/or subcontracting arrangements should be clearly delineated and previous experience in teaming must be provided.
