About this file
This document is a Contracting with Entities of Foreign Countries of Concern Prohibited Affidavit required by the School Board of Hillsborough County, Florida, as part of the Invitation to Quote (ITQ) 25566-ITQ-EST for welding equipment procurement at Rick Lott Technical College. The solicitation seeks two Scotchman Ironworker Model 50514-EC machines, two Deluxe #20 Punch & Die Starter Kits, and two Weld Coupon Benders to equip two new welding training laboratories. The ITQ was posted on November 4, 2025, with questions due by November 11, 2025, and quotes due by November 18, 2025, at 3:00 PM. Equipment must be delivered to 1690 E. Park Rd. in Plant City, Florida, before the college's opening on December 1, 2025. The contract will be awarded to the lowest responsive and responsible bidder, with potential automatic renewals for up to four additional one-year periods contingent on budget appropriations and contractor performance.
The affidavit mandates that all proposers and contractors certify they do not meet any criteria establishing foreign country of concern connections as defined under Florida Statutes 287.138. Specifically, vendors must attest that their company is not owned by or does not have controlling interest held by the governments of the People's Republic of China, Russian Federation, Islamic Republic of Iran, Democratic People's Republic of Korea, Republic of Cuba, Venezuelan regime, or Syrian Arab Republic. A controlling interest is defined as possession of the power to direct management or policies through ownership of 25 percent or more of voting interests or profits. The completed and executed affidavit must be submitted with all bids, proposals, or quotes and is a mandatory requirement for contract eligibility. Bidders must also complete vendor compliance documents including a Vendor Affidavit regarding labor coercion prevention and a comprehensive Vendor Registration Form. The solicitation permits a cost-plus markup approach not exceeding 15 percent for additional as-needed items and encourages small business enterprise participation.
