About this file
This is a Contracting Officer Determination for Sole Source Acquisition memorandum for record issued by the Department of the Army, US Army Mission and Installation Contracting Command-Riley on February 24, 2026. The contracting officer has determined that sole source procurement is appropriate under FAR 13.106-1(b) for simplified acquisition threshold purchases due to only one source being reasonably available. The contract (W911RX26QA018) will be awarded directly to Clean Management Environmental Group, Inc. without competitive bidding.
The procurement is for hazardous material removal services at Fort Riley, Kansas, involving the disposal of 38,400 pounds of expired hand sanitizer stored in a warehouse on Camp Funston. The estimated contract value is $160,000.00, and the estimated period of performance is February 26, 2026 through March 3, 2026. The scope of work includes transportation to Fort Riley, labor for HAZMAT removal, acquisition of all required permits, and safe recycling or disposal in compliance with Federal, State of Kansas, and Fort Riley environmental regulations. This is classified as a service contract under the Service Contract Act, subject to Wage Determination 2015-6015 revision 3. The sole source justification is based on the extremely compressed schedule resulting from Army Force Generation Model realignment, which requires immediate removal of the HAZMAT to accommodate the warehouse's reallocation as a 1st Infantry Division Sanitation site supporting operational deployments. Clean Management Environmental Group, Inc. is identified as the only known commercial vendor capable of meeting the condensed timeline. The Fort Riley Judge Advocate General's office has reviewed and approved the procurement method and requirement, with the legal opinion filed in the official contract file.
