Solicitation/Contract Form Continuation
196th RTI Sioux Falls 13M MealsInstrument Name:
RTI 13M Meals Vendor Questions:
The Government states in the Solicitation, Section 1.0 General, that the Period of Performance for this opportunity is "1 Base Year of 12 months and four (4) 12-month option years. The event dates for the base period begin 16 April 2026 and end 20 November 2026". Can the Government please confirm the expected period of performance for meal provision?
The period of performance is the period in which the contract is active. The attachment "Meal Count -196th 13M Meal Contract Apr-Nov 26" has the meal schedule.
Can the Government provide clarification on the number of meals to be included in offerors' quotations for the base and each option period? Can the Government additionally clarify the number of meals to be included for the base and each option period for AGR and ADOS staff?
The Government is asking for a quote for price per meal, not the total of all meals.
Estimates for the number of meals are given in the attachment "Meal Count -196th 13M Meal Contract Apr-Nov 26".
Can the Government provide offerors' a pricing spreadsheet to be completed and included with the submission?
Offerors are supposed to use the quote sheet on pages 28 and 29 of the solicitation.
Can the Government clarify if offerors should include total costs per CLIN in their quotations to enable the Government to evaluate the offeror's total price requirements IAW the evaluation requirements listed in the Solicitation on page 61?
The Government will use the quoted price per meal for price evaluations (Page 61, 3.
Price).
Can the government please list the available equipment and supplies for rent with the Government-provided kitchen/facility?
We do not have a list of equipment in the kitchen. It is $35 per day to rent if meals are prepared at the RTI. There is no charge to use the walk-in cooler to store items.
Who is the incumbent for this contract? Can the Government please provide the contractor and contract number?
S365 INC W912MM-23-P-0010
There is some discrepancy between the Breakfast requirement listed on 5.2.1 vs the sample menus: Is the requirement for 1 breakfast meat (5.2.1) or 2 breakfast meats (listed in the sample)? 5.2.1 notes "single serving of eggs, french toast, waffle, pancake OR starch. Is it possible that it got put together on one line and should be separated to always offer eggs, and
W912MM26PA003
the choice of french toast, waffle, pancake or starch should be the next separate line and offer that also? This would match the sample breakfast.
The requirement is for one meat, eggs, and a starch for breakfast. The starch could be French toast, waffles, pancakes, bread, potato's etc.
r5.1.2 Lunch and Dinne requirements note a salad is to be offered. However, Technical Exhibit 4 (Sample Menu) mentions menu items are in addition to a salad bar etc. Is the requirement to have pre portioned salads available ( ie 1/2 cup coleslaw, potato salad, or 1 cup lettuce salad) or a buffet style salad bar?
A buffet style salad bar is fine. Pre portioned salads are not required.
5.1.1 notes there is a minimum of 16 meals per day paid/guaranteed. Is this 16 meals each serving period or just 16 per day/3 meals (5.3 per meal)?
The minimum guaranteed meals are 16 per day (5.3 per meal), NOT 16 per serving period. The minimum for one of the classes is 4 or 6 personnel. This plus staff would put us around the minimum quantities per day.
Is CMMC Level 2 required for this solicitation?
No
