This is a Contract User's Guide for Natural Gas Supply & Management services issued by the Wisconsin State Department of Administration, Contract Number 505 ENT M23-NATURALGASWI-00, dated March 28, 2022. The contract is mandatory for natural gas supply and management services for Wisconsin state facilities, with the authority to extend contract benefits to Wisconsin municipalities under state statutes. Two vendors have been awarded cooperative purchasing agreements: Direct Energy Business Marketing, LLC and Symmetry Energy Solutions, LLC.
The contract provides natural gas supply on a primary firm basis with fixed pricing for a 1-year initial term from April 1, 2022, through March 31, 2023, covering 63 state facilities across 17 service areas. The Division of Facilities Development reserves the right to renew for four additional one-year terms or re-bid after each term. Services include natural gas management, account management with web-based portal access, 24/7 customer service, monthly reporting, and consolidated invoicing. Pricing is based on NYMEX last day settlement basis pricing with all costs included to city gate delivery, and contractors must provide monthly price confirmations by the 10th business day of each delivery month. The state retains flexibility to add or delete delivery locations and maintains audit rights over contractor reports and pricing.
