The mandatory contract provides natural gas supply and management services for 46 state facilities including University of Wisconsin campuses, correctional institutions, mental health facilities, and other state buildings across Wisconsin. The contract extends purchasing opportunities to Wisconsin municipalities under state statute authority. Three vendors participate in the cooperative purchasing program: CenterPoint Energy Services Inc., Constellation New Energy-Gas Division, and Constellation Energy Services-Natural Gas LLC.

The contract provides reliable natural gas supply delivered on a secondary firm basis with fixed pricing for a one-year initial term from January 1, 2017 through December 31, 2017. The Division of Facilities Development reserves the right to renew for four additional one-year terms or re-bid after each term. Services include comprehensive natural gas management through designated account managers, web-based reporting portals, 24/7 availability, daily and monthly nominations management, imbalance balancing, and consolidated billing. The state facilities are organized into 12 geographical areas served by various utilities (MG&E, WPS, WEGO, WGC, Alliant, Xcel, SWL&P, St. Croix Gas) and pipelines (ANR, NN, Guardian, Viking). The contract includes special provisions for UW Madison's Charter and Walnut Street heating plants, which purchase steam from the West Campus Cogeneration Facility and require flexible gas management due to variable daily consumption patterns.
