About this file

This document is a single source justification for a simplified acquisition under the simplified acquisition threshold. The Department of Veterans Affairs Oklahoma City VA Medical Center proposes to award a firm-fixed price contract to EyeCon for eight EyeCon 9430 counting machines for tablet and capsule counting of prescription medications. The current EyeCon 9400 machines are beyond repair and must be replaced. The estimated contract value is $90,970. Only the EyeCon 9430 model provides the record keeping capability required for the VA's controlled substance filling system. Replacing the existing system would significantly impact veteran care as clinical staff rely on the EyeCon workflow system to safely and accurately distribute medications in a timely manner. Market research found the EyeCon 9430 is only available through open market sources and not on various governmentwide acquisition contracts. The justification and purchase were certified by the outpatient pharmacy supervisor and contracting officer.

VHAPG Part 813.106 Simplified Acquisition Procedures: Soliciting from a Single Source Attachment 1: Single Source Justification for SAP under the SAT

Last Updated: 02/01/22 Page 1 of 2

DEPARTMENT OF VETERANS AFFAIRS

Justification for Single Source Awards IAW FAR 13.106-1 For

Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C259-23-AP-3196

PR/IFCAP: 635-23-3-071-0228

JOFOC Tracker#: 2023-06-29T08:47:26

1. Contracting Activity: Department of Veterans Affairs, VISN 19, Network Contracting Office 19, located at 6162 S. Willow Drive, Suite 300, Greenwood Village, Co., 80111.

Organizational Activity: Department of Veterans Affairs, VISN 19, Oklahoma City VA Medical Center, located at 921 NE 13th Street, Oklahoma City, Ok., 73104.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Oklahoma City VA Medicla Center proposes to enter into a brand name, firm-fixed price contract, for eight EyeCon 9430 counting machines for tablet /capsule counting of prescriptions medication. The current EyeCon 9400 is beyond use and repair and must be replaced.

Total Estimated Contract Value: $90,970.00

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

Oklahoma City is currently using EyeCon 9400 pill counting automation to fill controls and provide a record and picture of the filling process. This automation is being phased out and the company will no longer be supporting this equipment. The pharmacy must purchase the new technology and supported 9430 model EyeCon. No other pill counting system will provide the record keeping capability that the EyeCon provides for our control filling system. Only EyeCon add-on software, associated integration, and cut-over services are capable of meeting VA’s minimum requirements for this effort. Without the EyeCon pill filling system would significantly impact VA patient care as VA clinical staff are dependent on the existing EyeCon Workflow system to safely distribute veteran medications in an accurate and timely manner. Replacing the existing system or implementing a new pharmacy outpatient management system is not an option since the VISN pharmacies need to integrate with Cerner HER.

4. Description of market research conducted and results or statement why it was not conducted:

The brand name items requested are manufactured by Avery Weigh-Tronix, and distributed to the government by small business Pharmacy Technology Solutions, or their authorized SDVOSB distributor TrillaMed. The Eyecon 9430 is only available open market; the brand name items could not be found on NAC, SAC, GSA, or SEWP.
