About this file
This is a Justification and Approval (J&A) document for a sole source procurement by the Naval Surface Warfare Center, Panama City Division (NSWC PCD), acting on behalf of Naval Sea Systems Command (NAVSEA).
The contracting activity seeks to award a Firm Fixed Price (FFP) Blanket Purchasing Agreement (BPA) on a HUBZone sole source basis to GTA Containers, LLC (4201 Linden Ave, South Bend, Indiana) for hardware components supporting the Fuel & Water (F&W) team at MARCORSYSCOM (MCSC). The acquisition includes 332 units of 2-Inch Flow Meters (NSN 6680-01-534-0892, GTA P/N 573002), 332 units of 4-Inch Flow Meters (NSN 6680-01-534-0890, GTA P/N 573003), and 1,308 units of H-Manifolds (GTA P/N GTA-EFDS-HV2), with a grand total of 1,972 line items. These components are specially designed and modified to operate in fielded Expeditionary Fuel Distribution Systems (EFDS) used by the United States Marine Corps. The estimated contract duration is five years, including a base ordering period with four additional option ordering periods. Funding will be provided through fiscal years 2026-2031 Navy Other Procurement (OPN) funds.
The sole source justification rests on GTA Containers, LLC being the original equipment manufacturer (OEM) and sole designer of the H-manifold and flowmeters, which incorporate unique features including a protective outer structure, rapid fuel distribution point flow direction changes without major disassembly, cam-lock style fuel fittings compatible with current USMC refueling hoses, and an integrated design combining multiple fuel-fittings, valves, couplings, and redistribution fittings into a single assembly. Developing and certifying alternative equipment would require an estimated 12 months and significant costs, making competition impracticable. A sources sought notice (N61331-26-SN-Q12) was published from February 11-25, 2026, and the action was synopsized from February 26 to March 9, 2026, but only GTA Containers, LLC responded. The Contracting Officer has determined that anticipated prices are fair and reasonable. The statutory authority cited is 10 U.S.C. 3204(a)(5) and FAR 6.302-5(b)(5), authorizing sole source awards under the HUBZone Act of 1997.

modified H-manifolds. GTA Containers LLC is the designer and the original equipment manufacturer (OEM) of the H-manifold (P/N: GTA-EFDS-HV2) as well as the 2-inch and 4-inch flowmeters. NSWC PCD is the designated in-service engineering agent for the USMC Expeditionary Energy Office and technically supported the development of this H-Manifold for enhancing USMC aviation refueling operations. In addition, the flow meters were also demonstrated for usage with tactical, rotary aircraft. Both items were identified for direct application with USMC ground refueling operations, specifically for usage in the EFDS, due to their commonality in operations, compact size, weight, and power characteristics.
GTA Containers LLC, as the OEM, has the only H-manifold design that incorporates a protective outer structure for overall system environmental protection, operator interfacing suitable for military applications. The identified design incorporates a unique feature that allows the fuel distribution point flow direction to be rapidly changed without having to perform a major disassembly and reassembly of the manifold, associated with standard fuel manifolds.
The design incorporates cam-lock style fuel fittings to provide direct interfacing with current USMC refueling hoses and couplings. This is also the only design that combines the operating characteristics of multiple fuel-fittings, multiple valves, couplings, and a redistribution fitting (reducers) into a singular operable assembly. Many of the fielded systems need maintenance and must have these parts replaced for proper operations and to become mission-capable, in some cases.
The time to develop, test, approve, and procure a commercially modified replacement for the H-manifolds and flowmeters that meets the operational capabilities of the EFDS would require an estimated twelve (12) months to complete. It is estimated that it will take approximately in engineering, testing, and certification to get the alternate equipment to meet the fielded baseline. This negatively affects the mission and scheduled and unscheduled maintenance timelines and will adversely affect the required fielding schedule of these parts. Therefore, the alternative of replacing the aforementioned H-manifolds and flowmeters in the EFDS with alternate designs is both time and cost prohibitive. As such, GTA Containers LLC is the only responsible source available to provide the required equipment for these reasons.
In summary, the Government does not expect significant savings through competition, and it is advantageous to the Government to award a BPA on a HUBZone sole source basis to GTA Containers, LLC to acquire the GTA-EFDS-HV2 and flow meters parts.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable
Sources sought notice number N61331-26-SN-Q12 was published from 11 February 2026 on 25 February 2026 the Government Point of Entry, SAM.gov, per DFARS PGI 206.302-1(d). In addition, the proposed contract action was synopsized from 26 February 2026 to 9 March 2026, per FAR 5.203(a). To date, only GTA Containers, LLC has responded to these announcements.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated prices to the Government for the supplies/services covered by the J&A will be fair and reasonable.

8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, NSWC PCD has no plans at this time to compete future contracts for the types of supplies/services covered by this document. If another potential source emerges NSWC PCD will assess whether competition for future requirements is feasible.
