Description/Specifications/Statement of Work Statement of Work

1. Introduction

This Statement of Work (SOW) is issued in accordance with FAR Part 12 for the acquisition of commercial items. The purpose is to procure 2 EE17-J10 Video Esophagoscopes to support the operations of Madigan Army Medical Center Ear, Nose, and Throat, and Audiology clinics. The contractor shall supply all items, services, and delivery functions necessary to meet the performance requirements described herein, in accordance with standard commercial practices.

Background:

The Madigan Army Medical Center Ear, Nose, and Throat, and Audiology clinics require 2 EE17-J10 Video Esophagoscopes to continue patient care and replace the current Esophagoscopes that are out of life cycle. The purpose of this requirement is to enhance patient care directly and increase efficiency of the clinic and staff. Multiple procedures are often performed during our high-volume Laryngology clinic requiring efficient scope management. These clinic procedures help expedite diagnosis (benign and malignant) or treatment (voice and swallowing) and avoid the need for prolonged OR wait times or general anesthesia risks. High level disinfection of each esophagoscope requires at least an hour and the loss of a floor technician or LPN for processing. Staffing shortages impact the ability to turn over the current number of scopes in time for the next patient. Replacing this esophagoscope before it begins to show signs of routine wear and tear or other problems associated with its age will greatly assist in maintaining clinic efficiency and overall throughput for the clinic. This will reduce clinician and patient wait time resulting in better patient care and overall satisfaction. The history of this requirement dates back to January 2019, which is 6 years beyond life expectancy.
