Description/Specifications/Statement of Work Statement of Work Marco SC-1600 LCD Acuity System
1. Introduction: This Statement of Work (SOW) is issued in accordance with FAR Part 12 for the acquisition of commercial items. The purpose of this acquisition is to procure the Marco SC-1600 LCD Acuity System (remote not included) to support the operations of the NMRTC Camp Pendleton Optometry Department. The contractor shall supply all items, services, and delivery functions necessary to meet the performance requirements described herein, in accordance with standard commercial practices.
The NMRTC Camp Pendleton Optometry Department requires the Marco SC-1600 LCD Acuity System (remote not included) to measure patients' Background:
refractive errors. The purpose of this requirement is to provide standardized Snellen and specialty optotype charts, contrast sensitivity testing, and binocular balance tests, all controlled via a linked digital phoropter. This system enables seamless communication between the SC-1600 and the TRS-6100 Automated Refraction System, allowing providers to control chart functions directly from the refractor's control unit within the examination room. The history of this requirement dates back to 2008, when this specific manufacturer's equipment became the standard across all Navy optometry clinics. Due to age and wear, the internal gears of the existing automated refractors occasionally catch and grind, and the faded physical charts cause some patients to misread the letters. The currently integrated equipment at Camp Pendleton was procured in 2013-2014 as part of a Navy Optometry standardization initiative. Having reached the end of its operational life expectancy, this hardware now requires replacement. Purchasing this new, fully integrated refracting equipment will modernize all examination rooms across the department, aligning Camp Pendleton with more than ten other Navy optometry clinics that have already successfully transitioned to this newest generation of refractive technology.
