Description/Specifications/Statement of Work Statement of Work / Salient Characteristics For CLIN 0001 and 0002
SECTION 1 - BACKGROUND
Naval Medical Center San Diego (NMCSD) is a primary military treatment facility providing quality care for all branches, services, contractors, and dependents. The Neonatal Intensive Care Unit (NICU) at NMCSD utilizes LifePulse High-Frequency Jet Ventilation (HFJV) to provide life-sustaining therapy for critical patients. The LifePulse High-Frequency Jet Ventilators are an indispensable part of the day-to-day operations in the NICU. The current LifePulse High-Frequency Jet Ventilators have reached their end-of-life cycle and need to be replaced for the safety and continued care of patients. The medical staff and Biomedical Equipment Technicians are already trained on using and repairing these units, which prevents any added cost of additional training or contracted repairs.
SECTION 2 - PURPOSE
The requirement is for one (1) time-cycled pressure-limited high-frequency jet ventilators with passive exhalation. Each ventilator must have independently adjustable PIP, Rate, and Inspiratory Time (Ti). Each ventilator shall operate in tandem with a conventional ventilator (CV) using the LifePort ETT Adapter (LPA).
The CV will provide PEEP and intermittent or sustained lung recruitment maneuvers when indicated. The use of both the jet ventilator and the conventional ventilator allows clinicians the ability to separate the management of ventilation from oxygenation. Unique characteristics of the Jet set it apart from other forms of high frequency ventilation. Exceptionally short inspiratory times result in extremely small tidal volumes (VT) leading to significant pressure attenuation at the alveoli.
Adjustable respiratory rates and inspiratory times create variable I:E ratios which may benefit various complex pathophysiologies. Passive exhalation during HFJV provides the ability to use lower mean airway pressures without increasing the risk of airway collapse or capillary compression.
SECTION 3 - SALIENT CHARACTERISTICS
These are essential components to adequately operate the ventilators and provide effective patient ventilation. General Specifications/Features shall include:
