About this file
This is a proposal document for a Live Fire Training Prop project issued by the City of Pembroke Pines, Florida. The City is soliciting competitive bids through a Quick Quote procurement for the design, engineering, fabrication, and delivery of a Class A Fire Behavior Training Prop constructed from four city-provided 8' x 40' steel shipping containers (Project PS02182026). The proposed structure is a single-story residential training facility incorporating multiple interior compartments, a functioning garage door, four hinged steel doors (40" x 82"), four hinged steel windows, and five separate burn hearth locations with heat-resistant paint and safety markings. Written questions were due March 12, 2026 at 11:00 PM, with final answers issued March 17, 2026, and bid submissions due March 19, 2026 at 11:00 AM. The estimated project start date is May 1, 2026, with work to be completed within 90 calendar days from the Notice to Proceed. The proposal includes provisions for on-site walkthrough and operational demonstration services and requires compliance with NFPA 1402 and NFPA 1403 standards.
Pricing shall be submitted as a lump sum through four line items: Design & Engineering, Fabrication & Construction, Training for Fire Department Staff, and Warranty, with quotes valid for 90 days from the bid due date. Contractor eligibility requires current structural welding certifications (AWS or equivalent), documented experience fabricating live-fire training props or burn buildings within the past three years with three client references, and commitment to provide a minimum one-year warranty covering labor, materials, and workmanship. The project is subject to HUD Section 3 compliance requirements, mandating contractors achieve minimum numeric goals of 25 percent of total project hours performed by Section 3 workers and 5 percent by Targeted Section 3 workers. Davis-Bacon Act prevailing wage requirements apply, requiring contractors to pay covered workers at least $17.75 per hour under Executive Order 14026 or applicable Department of Labor wage rates, whichever is higher. Comprehensive insurance coverage must be provided prior to work commencement, including General Liability ($1,000,000 each occurrence/$2,000,000 general aggregate), Workers' Compensation (statutory), Auto Liability ($1,000,000 combined single limit), Professional Liability/Errors & Omissions ($1,000,000), Environmental/Pollution Liability ($1,000,000), and Builder's Risk Insurance at 100 percent of completed project value. Performance and payment bonds equal to 100 percent of project value must be executed and recorded in Broward County public records within fifteen days of Notice of Award. All bids must be submitted electronically through the OpenGov e-Procurement portal. The City will provide and place all shipping containers prior to work commencement, with all other costs including labor, materials, fabrication, coatings, hardware, installation, testing, and documentation the contractor's responsibility. The City retains a five percent retainage from monthly payments until project completion and final inspection, with thirty days allowed for City review and approval of invoices.
