Request for Proposal #2025-PURB RFP-0061 Title: Consultant Services for Sacramento Housing and Redevelopment Agency (SHRA)

1. Introduction

1.1. Summary

The County of Sacramento seeks a qualified consultant to implement specific deliverables and provide recommendations aimed at enhancing collaboration and effectiveness of the Sacramento Housing and

Redevelopment Agency (SHRA) in alignment with County priorities.

This RFP is structured as two independent Components, each of which may be awarded separately or together:

Component A (Consulting Services):

• Review roles and responsibilities of SHRA’s governing bodies

• Assess SHRA’s housing finance lending processes and policies

• Assess SHRA’s public housing and housing choice voucher functions

• Deliver actionable recommendations and implementation guidance

Component B (Interim Executive Director Staffing):

The County seeks firms that can provide a professional with executive leadership experience in housing, social services, or related public sector fields to serve as Interim Executive Director of SHRA during the organizational assessment period as the organization seeks to hire a permanent Executive Director.

Proposers may submit for: (1) Component A only; (2) Component B only; or (3) both Components A & B.

1.2. Background

SHRA is a joint powers authority of the City of Sacramento, County of Sacramento, the Housing

Authority of the City of Sacramento, and the Housing Authority of the County of Sacramento serving as the staffing entity for both City and County housing authorities and providing affordable housing finance and development services for the City and unincorporated portions of the County of Sacramento.

Previously, SHRA provided staffing for two additional constituent agencies; the Redevelopment Agency for both the City of Sacramento and unincorporated County, until the dissolution of redevelopment by the State in 2012. The Housing Authority/SHRA focuses its efforts on five main areas to achieve its mission:

1. Affordable Housing – Manages local and federal housing subsidy funding for the City and

County, working with a variety of financing tools to continuously expand housing opportunities.

2. Housing Authority – Staffs the housing authorities for both the City and County administering the public housing and HCV programs.

3. Community Revitalization – Manages federal entitlement funding on behalf of the City and

County used to reverse the impact of blighted areas and create safer places to live and work.

4. Homeless Solutions – Works with public and nonprofit partners to develop permanent housing for people experiencing homelessness.

5. Neighborhood Investment – Administers federal programs that transform low-income housing and surrounding communities that improve outcomes for families.

Under the Joint Powers Authority (JPA), the SHRA Executive Director reports directly to the Sacramento

City Council, Sacramento County Board of Supervisors, the Board of the Housing Authority of the City of

Sacramento, and the Board of the Housing Authority of the County of Sacramento. SHRA staff regularly works with City and County leadership on critical issues. In addition to direction from the City Council and Board of Supervisors, SHRA also receives direction from both housing authority Boards. The

Sacramento Housing and Redevelopment Commission (SHRC) has commissioners appointed by the City

Council and Board of Supervisors with each appointing one current public housing residents which allows SHRC to meet the commission requirements from the US Department of Housing and Urban

Development (HUD) for some Housing Authority activities. The governing boards of both the Housing

Authority of the City of Sacramento and the Housing Authority of the County of Sacramento have delegated some actions, mostly those related to administrative functions of the Housing Authority, to the SHRC. On other items, especially those related to the housing authority budget and real estate actions, the SHRC is advisory-only to the governing boards of the Housing Authority of the City of

Sacramento, and the Housing Authority of the County of Sacramento.

The County will treat all information submitted in a proposal as available for public inspection once negotiations with the selected party have been completed. If copies of proposals are included with

Board materials, the County will make proposals available for public inspection once staff has made a recommendation for award.

If a proposer believes protected data is included in its proposal, the proposer shall clearly identify the data and provide the legal basis in support of the asserted classification. Proposer must present such information separately as part of its proposal OR type in bold red letters the term "CONFIDENTIAL" on that specific part or page of the proposal which proposer believes to be confidential. Classification of data as trade secret data will be determined pursuant to applicable law, and, accordingly, merely labeling data as "trade secret" does not necessarily make the data protected under any applicable law.

In order for the County to assert the confidentiality of any such information in the event a California

Public Record Act request is received, the proposer must request, execute and submit a County-prepared written agreement to defend and indemnify the County for liability, costs and expenses incurred in asserting such confidentiality as part of the proposal. A copy of that written agreement is attached as Attachment B.

Any information determined to be non-confidential shall be considered public record. If the County determines that your information does not meet the criteria for confidentiality, you will be notified of the County's intent to release the public record pursuant to any

California Public Records Act request.

The proposer agrees, as a condition of submitting its proposal, that the County will not, as between the parties, be liable or accountable for any loss or damage, which may result from a breach of confidentiality related to the proposal. The proposer agrees to indemnity and hold the County, its officials, agents, and employees harmless from all claims arising out of, resulting from, or in any manner attributable to any violation of any provision of the California Public Records Act, including legal fees and disbursements paid or incurred to enforce this provision.

2.2.13 Conflict of interest

The proposer affirms that to the best of its knowledge the submission of its proposal, or any resulting contract, does not present an actual or perceived conflict of interest. The proposer agrees that should any actual or perceived conflict of interest become known, it will immediately notify the County and will advise whether it will or will not avoid, mitigate, or neutralize the conflict of interest.

The County may make reasonable efforts to avoid, mitigate, or neutralize a conflict of interest by a proposer. To avoid a conflict of interest by a proposer, the County may utilize methods including disqualifying a proposer from eligibility for a contract award or cancelling the contract if the conflict is discovered after a contract has been issued. The County may, at its sole and absolute discretion, waive any conflict of interest.

2.2.14 Organization Conflicts of Interest

Proposers must disclose any actual or potential organizational conflict of interest (OCI) arising from performing duties related to Component A and Component B, including circumstances where a firm supplies the Interim Executive Director while also conducting assessments or recommendations affecting SHRA operations. 3. Scope of Work

The selected consultant will be responsible for the following:

3.1. Objectives

The County aims to strengthen collaboration with SHRA and partners by improving communication and partnership among the stakeholders – including developers, service providers, and Sacramento residents – to enhance service delivery to the community. For this project, the County aims to better understand

SHRA/Housing Authority’s functions and oversight structure to identify ways to participate more closely and support our objectives. The objectives are:

• Better align public housing and voucher programs with County and community homelessness and housing initiatives while meeting HUD regulations and guidelines and reduce administrative barriers to accessing Housing Authority programs.

• Enhance coordination and transparency, and improve customer service and efficiencies, in housing development and financing processes, expanding and diversifying affordable housing products and funding approaches.

• Ensure the County Housing Authority Board has the information and decision- making authority for effective oversight of SHRA’s functions.

3.2 Scope of Work

Component A – Consulting Services (Strategies 1 through 3)

This Scope of Work outlines the County-approved strategies and guides proposal development. While providing clear expectations, the County values the experience and knowledge of subject matter experts and encourages innovative, flexible approaches that align with the project’s goals, objectives, and desired outcomes.

Strategy 1: Evaluate the Housing Authority’s public housing and housing choice voucher programs, identifying opportunities to strengthen those programs within the parameters of meeting HUD regulations and guidelines, and integrate with County and community homeless and housing programs.

Activities/Deliverables:

• Conduct an assessment that includes interviewing SHRA staff, partners, and customers.

• Create a process map for how clients and other partners (i.e. landlords, providers, etc.) interface with the system.

• Deliver a detailed report with actionable recommendations for program enhancements that meet

HUD regulations and guidelines.

Strategy 2: Assess SHRA’s housing finance and community development processes and policies, identifying opportunities to enhance heightened coordination and continuous improvement.

Activities/Deliverables:

• Conduct an assessment that includes interviewing SHRA staff, partners, and customers.

• Analyze SHRA’s affordable housing development finance processes, to include comparisons to other counties of like size and composition.

• Analyze the pros and cons of shifting the management of the County’s federal entitlement funding to the County. This analysis should include a comparison of methods other counties of like size and composition use to manage the funding, and their successes and challenges. In addition, the analysis should include the financial impacts to SHRA, as well as cost savings and efficiencies associated with administration through SHRA.

• Provide a comprehensive written report with recommendations.

Strategy 3: Review and delineate the roles and responsibilities of SHRA’s oversight bodies, identifying the information needed for the County Board of Supervisors to effectively carry out their duties.

Activities/Deliverables:

Conduct an analysis of the following entities’ roles and responsibilities, as well as decision-making:

1. Sacramento Housing and Redevelopment Commission,

2. County Housing Authority Board and

3. Board of Supervisors.

This analysis should include a comparison to other county housing authorities, including how they successfully meet HUD resident participation requirements while ensuring and maintaining oversight by elected officials. This analysis should also consider the loss of redevelopment as a key function of SHRA.

• Conduct an analysis of reporting requirements associated with Federal, State and Local funding, as well as JPA specific requirements and whether these requirements are being met currently.

• Interview SHRC and County Board of Supervisors/Housing Authority Board members to gather input and provide direction.

• Deliver a detailed report identifying the necessary steps to ensure that County Board of Supervisors’ members receive the information needed to make informed decisions and/or propose changes to enhance the Board's decision- making authority and oversight capabilities.

Component B – Interim Executive Director Staffing (Strategy 4)

Strategy 4: Interim Executive Director Staffing

The County seeks proposals from firms capable of providing an experienced professional to serve as Interim

Executive Director of SHRA during the organizational assessment period and potentially until a permanent

Executive Director is recruited and hired. This individual should demonstrate proven executive leadership in housing, social services, or related public sector fields, with a strong understanding of affordable housing policy, community development, and agency operations.

Activities/Deliverables:

• Maintain continuity of day-to-day operations across SHRA’s housing and redevelopment programs.

• Supervise senior leadership and ensure alignment with HUD and other funding regulations and local policies.

• Oversee financial management, staffing, and compliance with federal, state, and local funding requirements.

• Facilitate access to internal data, staff, and systems for the assessment team.

• Provide insight into agency culture, governance, and strategic priorities.

• Transition roadmap for incoming permanent leadership, including recommendations for continuity and improvement. The County anticipates the assessment will take six to twelve months from the effective date of the contract, and that the hiring of a permanent Director may take an additional two to three months.

• Documented experience in evaluating or consulting with both public housing authorities and similar government affordable housing and development agencies and affordable housing financing rules, regulations and tools. Preferably, the applicant should have at least ten (10) years of experience conducting organizational assessments, reviewing policies, and developing actionable recommendations for public sector entities.
