About this file
The document is a Consultant/Contractor Reference Check form from the City of Phoenix's Office of the City Engineer, specifically designed for the Bridge Asset Management and Inspections On-Call Services procurement for calendar years 2026-2030. The City is seeking up to two qualified consultants to provide comprehensive bridge asset management support, including routine, detailed, and special bridge inspections for bridges and culverts. The solicitation requires statements of qualifications to be submitted by 12:00 pm on October 3, 2025, through the City's Procurement Portal, with a pre-submittal meeting scheduled for September 22, 2025. The contract is structured as a five-year on-call services agreement, with the City expecting to create a final list of three to five firms and execute contracts after negotiating fees and terms, with a projected on-call kick-off workshop in early November 2025.
The evaluation process is points-based, totaling 1,000 points across six primary areas: prime firm experience (300 points), key personnel qualifications (300 points), scope of work and project management approach (200 points), construction quality control and inspection experience (100 points), capacity and availability (100 points), and reference checks (21 additional points). Reference checks are critically important, with the first three submitted references being scored up to 7 points each. While no specific budget range or set-aside designations are mentioned, the procurement emphasizes detailed performance evaluations, requiring consultants to provide their own inspection equipment and ensure personnel are certified for bridge inspections. Consultants must demonstrate robust capabilities in bridge inspection technologies, asset management planning, and comprehensive reporting and design services for infrastructure maintenance.
