About this file

The document is a Consultant/Contractor Reference Check form from the City of Phoenix, Arizona, specifically for the Water Services Department's Lift Station Engineering On-Call Services procurement. The City is seeking up to five qualified consultants to provide citywide engineering services for 32 Wastewater Lift Stations and 25 Odor Control Stations over a three-year term. Services include design, construction administration, inspection, studies, permit assistance, master plans, project management, and condition assessments. A pre-submittal meeting is scheduled for October 15, 2025, at 11:00 AM, with statements of qualifications due electronically through the City's Procurement Portal by 12:00 PM on October 24, 2025, with a maximum 12-page submission limit.

The evaluation process is qualifications-based, with a total of 1,021 possible points across seven key criteria, including prime firm experience, personnel qualifications, project understanding, and reference checks. Reference checks are critical, with firms required to submit three references, each worth up to 7 points. While specific contract value is not disclosed, the comprehensive scope suggests a significant engineering services opportunity. The procurement includes provisions for Small Business Enterprise (SBE) goals and requires Design-Builders to develop subcontractor interest, submitting at least three qualified subcontractors/suppliers for each trade. The City maintains active oversight and the ability to object to and require substitutions of nominated subcontractors.
