CONSTRUCTION MANAGER AT RISK
1 INTRODUCTION AND OVERVIEW
THIS IS A QUALIFICATIONS-BASED, BEST VALUE SELECTION.
THIS IS NOT A LOW BID SOLICITATION.
1.1 General
Pursuant to California Public Contract Code (PCC) Section 20146, the Los Angeles County (County) Public Works is requesting Construction Manager at Risk (CMAR) proposals from interested firms for pre-construction and construction services for the Hall of Records Seismic Retrofit (Project) located at 320 West Temple Street, Los Angeles, CA 90012. The CMAR Contractor is also referred to as the Contractor, Consultant, Proposer, or Bidder in this document.
The County's primary objective is to select a CMAR Contractor, who provides the County with the best value in terms of price and relevant high rise seismic strengthening construction experience and expertise, to work in cooperative environment based on mutual respect, interdependency, collaboration, and open communication. The proposing team must include the proposed CMAR contractor, the necessary mechanical, electrical, and plumbing (MEP) subcontractors, concrete subcontractor, concrete testing subcontractor, fiber reinforced polymer (FRP) subcontractor, steel subcontractor, welding subcontractor, masonry/stone subcontractors, and roofing subcontractor.
The successful Proposer will be selected according to the selection process described herein in Section 3 and the selection criteria described in Section 5. All interested Proposers with experience with CMAR and high-rise construction and high-rise seismic strengthening projects are invited to submit a Proposal.
The County is committed to enhancing and developing outreach programs and activities among the design, construction, and other community industries that may impact or benefit the Project, including small business involvement. As such, Proposers will be required to actively participate in any County efforts, activities and policies to foster interaction among the industry and fulfill overall outreach goals. RFP Number: BRC0000673 Page 7 of 60
1.2 Project Overview
The goal of the County is to maintain and preserve the character and design features from the original design, while improving the building’s seismic performance. The project will be completed utilizing CMAR delivery method and construction will be phased to avoid disruptions to the occupied building.
The County is in the planning phase for the voluntary seismic upgrades of the County-owned Hall of Records building in the City of Los Angeles. The existing office building is assumed to have been designed utilizing the 1958 Universal Building Code with construction completing in 1962 and is listed in the California Historical Resources . The high-rise building is comprised of a 10-Main Building and 15-story Stack Building over a 3-story concrete podium. The building’s gross square footage of approximately 343,000 square feet with a mean roof height of 176’-0”. The Main Building and Stack building are seismically separated above the first floor of the shared podium. The Main Building is framed with structural steel beams and columns with concrete shear walls. The Stack Building is composed of concrete two-way slabs, columns, and walls. The podium levels are composed of a steel beam and column framing down to the basement level which changes to concrete beams supported with concrete columns and walls. The building is founded on shallow spread footings interconnected by a concrete slab.
There is a limited area of the southeast corner that is supported by concrete piles adjacent to North Broadway.
The building houses administrative offices for various departments for the government of the County of Los Angeles. It is located at 320 West Temple Street, Los Angeles near Grand Park. Located on the south side of Temple Street between North Hill Street and North Broadway Street.
The assumption for the Project is that the seismic strengthening will mostly consist of additional concrete shear walls in the east-west direction of the Main Building;
strengthen existing walls at select locations with fiber-reinforced polymer;
strengthen select walls with shotcrete at interior; new welded steel plates at column web; replace existing Lounge Roof; localized strengthening for discontinuous walls with new steel plates; additional anchors at slab to wall connections; construction will be phased, and that the building will be occupied during construction. The assumption is that the strengthened building will meet ASCE 41 – 23 under Basic Performance Objective for Existing Buildings for a Risk Category II building, which calls for Life Safety level of structural seismic performance for a BSE-1E and a Collapse Prevention level of structural seismic performance for a BSE-2E.
Included in the scope of this project are replacing existing cracked exterior ceramic tile cladding along the exterior shear walls, repairs to building systems and all interior tenant improvements affected to provide access to structural work, including, office renovations triggered by this work, and any code-required improvements triggered by this work. Additional related work may be requested by the County at any time in conjunction with this project.
RFP Number: BRC0000673 Page 8 of 60
For additional information on the proposed seismic strengthening scope, refer to Exhibit N for feasibility study dated January 17, 2025, prepared by Degenkolb Engineers.

3. SELECTION PROCESS
3.1 Basis of Selection
a. The County will award the CMAR Contract on the basis of a "Best Value" selection as provided for in PCC Section 20146 and as specifically described in this solicitation.
b. This RFP is comprised of Statement of Qualifications Questionnaire (SOQ) Pass/Fail, Technical Proposal, Price Proposal, and Interview.
c. An initial pass/fail evaluation will be made for each proposal to determine whether the pass/fail requirements listed in SOQ Pass/Fail form are included in each proposal. Proposals that pass the initial pass/fail evaluation will be submitted to the Evaluation Committee for evaluation and rating.
d. The County will assemble an Evaluation Committee which will review the Technical Proposal submittals based upon the selection criteria defined in Section 5 of this RFP. Those submittals that do not meet the requirements may be deemed nonresponsive and disqualified from further consideration.
The County may utilize the services of appropriate experts to assist in the selection process.
e. After the evaluation of the Technical Proposals, the three (3) highest ranked Proposers or as appropriate and in the best interest of the County will be invited to an interview. All Proposers will be notified of the rankings and the short-list selections. In the event the County determines that less than three Proposers are short-listed, the County reserves the right to invite less than three Proposers to the interview.
f. The Interview will be conducted and scored from each Proposer who is invited to participate. Finally, Price Proposal of each Proposer who is invited to participate in the interview will be weighted as specified in Section 5, to determine the highest ranked, best value Proposal. The Evaluation Committee will then rank the Proposers based on a determination of evaluated scores.
g. Good faith negotiations will begin with the highest ranked Proposer. In the event that additional elements or changes to requirements contained in this RFP may be required, Public Works reserves the right to negotiate with the highest ranked Proposer to cause these changes to be incorporated in the work product. If a satisfactory Contract cannot be negotiated, the County may, RFP Number: BRC0000673 Page 13 of 60 at its sole discretion, begin Contract negotiations with the next highest-ranked Proposer who submitted a proposal, as determined by the County.
h. The Evaluation Committee may request clarification of any portion of the Proposal. A Proposer's response to such a request must be in writing and shall become part of the Proposer's Proposal. If the Proposer fails to respond within the time indicated in the request, the Proposer may be deemed nonresponsive and its Proposal may be disqualified from further consideration.
i. The selections will be made on the basis of qualifications, price, demonstrated competence, ability to meet County criteria, and technical response to the RFP without regard to race, creed, color, or gender.
j. The County, at its sole discretion, reserves the right to reject any and all Proposals or waive minor deficiencies, irregularities, or technicalities in any Proposal, if determined to be in the County's best interest. Public Works will make a recommendation to the Board of Supervisors regarding award of a contract to the best value Proposer.
k. Notwithstanding a recommendation of a department, agency, individual, or other, the Board of Supervisors retains the right to exercise its judgment concerning the selection of a Proposer and the terms of any resultant agreement, and to determine which Proposer best serves the interests of the County. The Board of Supervisors is the ultimate decision-making body and makes the final determinations necessary to arrive at a decision to award, or not award, a contract.
3.2 Request for Revised Proposals
a. At any time prior to contract award, the County reserves the right, at its sole discretion, to request the short-listed Proposers to provide a revised Proposal.
b. If a Request for Revised Proposals is issued by the County, any changes to the RFP, including but not limited to changes in scope and selection criteria will be issued in an addendum. Applicable portions of the scores received by Proposers in connection with their previously evaluated Proposal may, in the County's discretion, be factored into the scoring of their revised Proposals, depending on the nature and magnitude of the changes outlined in the addendum.
c. Upon conclusion of the County's evaluation of the revised Proposals, the Evaluation Committee will tally the total score for each Proposal and rank the Proposers.
RFP Number: BRC0000673 Page 14 of 60
