About this file

This is a Request for Statement of Qualifications (RFSOQ) issued by the Tarrant Regional Water District (TRWD), a publicly elected five-member board that manages water supply, flood control, and recreational opportunities for Tarrant County, Texas. TRWD is soliciting qualified firms to provide Construction Management and Resident Project Representative Services for two distinct water infrastructure projects: the Marty Leonard Wetlands (MLWL) Program and the Mary's Creek Indirect Water Reclamation (MCIWR) Project. The MLWL Program will treat up to 150,799 acre-feet per year of water diverted from the Trinity River before delivery to Cedar Creek Reservoir and includes a Trinity River intake and pump station (176 MGD peak flow capacity), raw water conveyance pipelines, a treatment wetland complex covering approximately 2,525 acres, a relift intake/pump station, and a conveyance pipeline system to Cedar Creek Reservoir. The MCIWR Project encompasses a channel dam across Mary's Creek, a 35 MGD intake pump station, approximately 19,000 feet of 42-inch diameter pipeline, modifications to the Eagle Mountain Outlet Structure, a second Eagle Mountain Balancing Reservoir cell with 120 MG storage capacity, and Phase 1 of a 96-inch parallel pipeline in Section 7. Construction for the MLWL Program is anticipated to begin in 2028 and run until 2032, with construction to be delivered in multiple packages via Competitive Sealed Proposals. SOQs are due by Wednesday, November 4, 2026 at 2:00 p.m. CT via the OpenGov Procurement Website. TRWD prefers separate firms for each project but will consider awarding both projects to the same firm if they have the most qualified teams for each; TRWD also reserves the right to award portions of either project to the most qualified team.

The SOQ submittal must include firm general information and experience record, key personnel information with resumes, project understanding, and approach narrative, organized in five sections not to exceed 20 pages plus up to 10 appendix sheets. Firms should highlight relevant experience from the past five years with large-diameter water transmission pipelines, raw water intake and pump stations, constructed wetlands, phased construction projects, and large-scale heavy civil earthwork projects, with special emphasis on water supply and treatment projects, welded steel pipe and valve installation, river crossings, urban construction, intake and pump station construction, and wetlands or embankment projects. The evaluation committee will score submissions based on firm experience and references (20 points), key personnel experience and commitment (25 points), project understanding (25 points), and approach (30 points). The selection committee may conduct interviews with up to three top-ranked firms or may request a comprehensive scope and fee proposal directly from the highest-ranked firm without interviews. TRWD will negotiate project-specific fees and scope separately following firm selection. Firms are prohibited from communicating with TRWD officials regarding this RFSOQ from release through firm selection, and all questions must be submitted via the Procurement Website. A completed Conflict of Interest Questionnaire and confirmation of insurance requirements and agreement terms are required with all submissions. 1. 1. .......................................................................... INTRODUCTION

TRWD is hereby inviting Statements of Qualifications (SOQs) for Construction Management

Services for Mary Leonard Wetlands and Mary's Creek Indirect Water Reclamation.

Do not provide any fee estimates, pricing or billing rate information as part of the SOQ submittal. The Scope of Work is not comprehensive. Rather, it represents what TRWD anticipates will be needed for this project. Prospective vendors may recommend improvements to the scope in the project approach section of their SOQ (Statements of Qualifications). The selected firm will prepare a comprehensive scope that will be negotiated with TRWD. Though two projects are listed in this RFSOQ, each SOQ submitted may only be for the pursuit of one of the projects (if consultants want to pursue both projects, then they will need to submit separate SOQs). Indicate on the cover which project the SOQ is submitted for.

2. 2. .................................................................... TRWD BACKGROUND

The Tarrant Regional Water District (TRWD) has provided quality water to its customers, implemented vital flood control measures and created recreational opportunities for Tarrant

County residents and communities for more than one hundred (100) years.

TRWD is led by a publicly elected five (5) member board and owns and operates four (4) major reservoirs including Lake Bridgeport, Eagle Mountain Lake, Cedar Creek Reservoir and Richland

Chambers Reservoir. TRWD has constructed over two hundred and fifty (250) miles of water pipelines, multiple pump stations and a two-thousand-acre wetland water reuse project augmenting water supplies for the area. TRWD also maintains twenty-seven (27) miles of floodway levees and more than one hundred (100) miles of Trinity River Trails.

TRWD’s transmission pipelines, ranging in diameters of 72 inch through 108 inch, convey water from its water supply sources Richland-Chambers Reservoir, Cedar Creek Reservoir and Lake

Benbrook, through several lake and booster pump stations including balancing reservoirs along the way. The raw water is delivered directly to customer water treatment plants supplied by

TRWD’s pipelines, as well as to terminal storage reservoirs (Eagle Mountain, Lake Benbrook, and Lake Arlington) through pressure reducing outlets.
