FINDINGS
I. INTRODUCTION.
The Network Contracting Office (NCO) 5 plans to solicit offers for Shuttle Transportation Services for VAMHCS. Currently, VAMHCS Shuttle Transportation Services are procured under two contracts. Market research has been conducted and demonstrates consolidation of this procurement to be both necessary and justified.
II. BACKGROUND.
A. Requirement.
The purpose of this requirement is to provide transportation services to assist its Veteran patients getting to and from their scheduled clinic appointments throughout the VA Maryland Health Care System. It will be a base plus four, Firm Fixed Price Contract.

Market research was conducted both by the Program Office and the Contracting Office.
In December 2023, market research report was completed. Searches for shuttle services were performed in the Small Business Administration’s (SBA) Veteran Small Business Certification (VetCert) database, GSA’s eLibrary, SBA’s Dynamic Small Business Search (DSBS) tool, System for Award Management (SAM), and Federal Procurement Data System (FPDS).
Sources-sought 36C24524Q0064 posted on SAM and GSA on 10/18/23, closed on 11/1/23, received 14 responses. I have contacted 8 contractors for estimates, and none of them indicated a problem with the requirement as consolidated.
Notifications.
VA Small Business Specialist and local Small Business Administration (SBA) procurement center representative (PCR).
PCR concurs with the consolidation action.
Affected incumbent small business concerns.
Incumbent small business concerns will not be affected regarding the determination to consolidate the requirement.
III. CONSOLIDATION.
A1. Benefits.
Consolidating the two contracts into one will be beneficial in the following ways:
It has no known negative impact on small businesses, including SDVOSBs. No companies contacted indicated the consolidated contract was too large to consider.
It may reduce the total cost by 35% according to the estimates received.
It reduces acquisition time, administrative time and cost.
This will also improve performance and efficiency by only one contractor representative handling the contract.
B. Procurement strategy.
Based on the market research, the estimates received from contractors, this would be a total small business set aside.
