Determination of Consolidation Necessity and Justification – DCSA Business Operations Support Services
This document is a federal acquisition determination justifying the consolidation of three existing contracts into a single task order under the GSA OASIS+ contract vehicle. The Defense Counterintelligence and Security Agency (DCSA), Acquisition & Technology (AT) directorate seeks to consolidate Business Operations Support Services (BOSS) from three predecessor contracts: HS002126CE005 (The Prospective Group, Inc.; Small Business; 07/13/2026–01/12/2027), 47QTCK18D0001/47QFCA23F0017 (SAIC; Large Business; 2/27/2026–3/1/2027), and 47QRAD20D8119/HS002124F0061 (OCT Consulting, LLC; 8(a) Small Disadvantage Business; 8/9/2024–7/31/2027). The consolidation will award a single task order to a Woman-Owned Small Business (WOSB) through GSA OASIS+ under NAICS 541690, covering an estimated 33 Full-Time Equivalents providing budget management, strategic communications, acquisition strategy, and program management support. The estimated contract value (inclusive of all options) is redacted.
The consolidation is justified based on substantial financial benefits exceeding the 10% threshold required under FAR 7.107-2, with projected cost savings from economies of scale, elimination of redundant contractor overhead, and reduced administrative burden. The determination demonstrates market research confirming the availability of over 200 WOSBs capable of performing the work, alternative approaches that would maintain status quo were determined impracticable, and coordination with DCSA's Office of Small Business. Key benefits include improved mission alignment and standardized service delivery, reduced acquisition cycle times, uniform contract terms and conditions, and significant cost avoidance through streamlined operations. Post-award administrative costs are projected to be substantially lower under the consolidated approach, with detailed cost savings tables provided for pre-solicitation and post-award administrative functions, as well as individual program savings from BOSS Bridge, One IT, and SETA programs.
