2021 Tonto National Forests Portable Toilet and Handwash Statement of
Work
1.1 Scope of work:
This project is for the use of portable restrooms and handwash stations on the Tonto
National Forests. The restrooms and handwash stations will be located at district offices and workcenters and used by surge firefighting resources from May 1st – September 30th, 2021.
1.1.1 Locations
See Appendix A for Locations.
1.1.2 Accessibility
All locations can be accessed by a paved road. Some locations are gated and will require coordination with the district contact for entry.
1.1.3 Objectives
Portable Toilets Service: Service will be required twice weekly. Cobwebs will be swept off the walls, ceilings, and around windows. Dirt and other solids on the floor and walls will be removed. Toilet risers and seats, handles, and locks will be sanitized with antibacterial cleaner. Toilet paper, deodorizer, and water will be restocked. Black water will be removed.
Handwash Station Service: The handwash stations that are desired are the self-contained foot pump type. Service will be required twice weekly on the same day and time as the toilet servicing. The sink area, paper towel dispenser, and soap dispenser will be sanitized with an antibacterial cleaner. Paper towels, water and antibacterial soap will be restocked. Grey water will be removed. Dirt and other solids on the body of the stations will be removed.
Any garbage will be removed and disposed of by vendor. The district contact will be notified of any problems.
1.2 Scheduled Service
Service will occur between May 1st to September 30th, 2021. The base amount of portable toilets and handwash stations will be delivered and serviced at each location. The base and option toilet and handwash stations are in Appendix A.
If there is a need the District Contact may decide to exercise the option for their location. If the option is exercised then the option number of portable toilets and handwash stations will be delivered to the location when agreed upon between the district contact, Contracting Officer Representative (COR), and vendor. The COR will need to make the official request to the Contracting Officer (CO) so the vendor shall not deliver option portable toilets and handwash stations without written confirmation from the CO. If options are exercised they are charged a daily rate, not monthly (ie an option could be exercised for only 7 days and 7 days of service would be charged.)
Each location will have a designated District Contact who will handle ordering/demobilizing, ensuring vendor access, and confirming invoices. The Contracting Officer Representative
(COR) will be the intermediary between POC’s, IPP approvers, and vendors and the Contracting
Officer (CO.)
1.3 Quality Control
The COR will perform inspections of services. District contacts will perform frequent inspections of services and will notify the COR of any problems with the services being delivered.
Acceptance of the work under the contract will be made when the Contracting
Officer/COR determines it acceptable and processes and/or deliverables conform to the contract requirements.
When inspections indicate the performance objectives were not met, the work will be deemed unsatisfactory and payment will not be made until the Contractor has assured the
Government that its Quality Control measures have corrected the deficiencies. Inspections after rework will be made in the same manner as the first inspection. The cost to the Government for inspections necessitated by the rework will be deducted from any payments to the Contractor. If rework is not done, the contract’s unit price for the item will be reduced to reflect the actual benefit the Government received.
Unless otherwise stated, the Contractor shall furnish all labor, supervision, material, equipment, tools, transportation, and supplies to perform all work required to complete the project in accordance with specifications and provisions of the contract. Payment for the contract work will be made only for and under those pay items included in the Schedule of
Items. All other work and materials will be considered incidental to and be included in the payment for items shown.
The unit of measurement for payment is based on delivery or pickup fee, monthly rate for portable toilets being serviced twice a week, and monthly rate for handwash stations serviced twice a week.
The Contractor will be paid at the unit price quoted for each completed and accepted location. Invoices and payments will be done through IPP.gov (Invoice Processing Platform)
SECTION 2
GOVERNMENT FURNISHED PROPERTY, MATERIALS, SERVICES
Government will provide no services to provided restrooms. Government will allow access to vendor. Access will have to be coordinated with district contact. Without coordination access is not guaranteed.
SECTION 3
CONTRACTOR FURNISHED ITEMS/SERVICES
Contractor shall furnish all equipment required to properly deliver, service, stock and remove the portable toilets and handwash stations.
