Repair Building 3
Government Responses to Industry Questions
1. Is the site visit mandatory?
- No
2. Is there going to be another site visit after the pre-solicitation?
3. Is the date of May 16 for an economic proposal submittal or capability submittal for interested contractors to bid?
- Due to delays in the answering of RFIs, and the issuing of solicitation, the deadline will be extended appropriately.
4. Will you provide construction drawings such as Structural drawings, HVAC, Electrical of existing conditions?
- No structural drawings available only site plan as provided
5. Are you considering any programmatic changes in regards to the COVID-19 outbreak?
Example: Open office with 6ft distancing and A/C air quality measures.
6. Is the current restroom capacity enough? How may persons will be using the offices?
- Not a concern at this time.
7. Asbestos Report still missing from revised SOW document uploaded on May 8, 2020.
- Report will be uploaded on beta.sam
8. During site visit, Mr. Santiago told us that he will be indicating what type of doors to be considered to be installed in three entries.
- Refer to SOW and UFGS spec
9. We would like to have some design guidelines for materials to be considered besides that complies with Buy American Act.
10. The lighting switch drawings are not included in E-1.

13. Ceiling height?
- Seven feet
14. All electrical and communication outlet are going to be surface mount?
- Yes
15. Communication drops required to be cat5 or cat 6 ceiling rated?
- No cabling required. Refer to SOW and UFGS spec
16. These drops are going to be exposed through the cable tray or required conduits?
- Required conduits , Refer to SOW and UFGS spec
17. The drop required to be certified?
18. Other than drops any other equipment is requested (switch, router etc.)
- No, Refer to SOW and UFGS spec
19. Is the new system required to have Voice EVAC/Mass Notification?
20. As per section 5.7 of SOW, in PR there is no Fire Protection Engineer because this exam is not offered in Puerto Rico, it is accepted to have the plans approved by an licensed Electrical Professional Engineer?
- Can be approved by a licensed Professional Engineer with experience in this area
21. We ask you, if there is something more detailed of the plans and scope Work of Bldg 3.
22. We ask you to study lead and asbestos. If you have this study, can you send it?
23. Is lead mitigation cleanup and cleanup generally directed by the Natural Resources Standards or does it require some federal specification?
- All state and federal regulations apply. Refer to SOW and UFGS spec
24. Is there a possibility of a visit for professionals or companies that work with asbestos and lead?
- Yes, once contract is awarded.
25. Does the David Bacon Law apply to this project?
- Minimum Wage determination according to the Davis Bacon Act as included on the
Solicitation. In addition, Executive Order (EO) 13658 does not apply to Puerto Rico
26. All supplemental specifications (if any) are requested for this project.
27. Is the solicitation date still on May 16, 2020?
- Due to delays in the answering of RFIs, and the issuing of solicitation, the deadline will be extended appropriately.
28. Do you have Metal Floor Grill Details?
29. Location of doors with sensors
30. Provide the Asbestos and Lead Study.
- Asbestos study was done, and will be provided. Lead based paint is not suspected. If during project suspected material is encountered, testing must be performed.
31. The walls and the ceilings, what are the areas that need refinished? What are the areas that need demolitions??
- All walls and ceiling. Refer to SOW
32. Provide demolition drawing.

33. Provide specification doors and windows
34. What is the point of connection and what is the voltage?
- Refer to SOW and drawings
35. Please indicate the deadline for submitting the proposal, as today, the system does not indicate the date.
- Contractors will have 30 days after solicitation to submit proposals.
36. Please provide the proposal form where the bidders will put their costs, as indicated in the site visit.
- Solicitation form (SF 1442) is where bidders will put their costs.
37. What will be the % of the total quoted by the bidder, required for the bid bond?
- 20%
38. The Construction Permit will be by the Owner or by the graceful Contractor?
- Contractor is responsible for all applicable permits. Environmental permits are required, construction permit is not required.
39. At what thickness should the application of self-levelling be considered?
- Refer to SOW and UFGS spec and follow manufacturer specifications
40. Will a moisture membrane over the self-levelling off the floor is going to be required?
- No, Refer to SOW and UFGS spec
41. According to the SOW, the areas that will be considered as “Design-Built” will be the electrical system and the fire alarm system. Please confirm that it is correct.
- Yes, Refer to SOW
42. For the communications system, only the boxes and pipes with “fish wire” will be left, or will the Contractor had to wire and leave the entire system operating?
- Boxes, pipes and fish wire required. Refer to SOW
43. Will all LAN boxes be on the ceiling, as indicated in the note on sheet T-1.0?
- Above floor level. Refer to SOW and UFGS spec
44. For the entrance doors, will the magnet system have to be installed, or will only the pipe and boxes be left, and another supplier does the work?
- Have to be installed, Refer to SOW and UFGS spec
45. The floor in the bathroom area had to be with ceramic tiles?
- yes
46. Only the heater receptacles will be installed, as indicated on the electrical sheet, or the Contractor has to include the heaters?
- Include the line heaters
47. In the comments area of item # 10 (Safety and Occupational Health) of the Categorical Exclusion document, it indicates that a study of lead in the paint of the building has not been carried out, and that it should be carried out before beginning the renovation activities. Will the Owner carry out the study of lead to paint or will it be the responsibility of the graceful Contractor?
- Contractor responsibility
48. In the Categorical Exclusion document, comments area of item # 13 (Cultural Resources) indicates that since building 3 was built in 1941 it is eligible for consultation by SHPO- Section 106, which indicates that it must be completed before beginning the renovation activities. Has the consultation already been carried out? If so, please provide the SHPO determination.
- Consultation has been delayed due to COVID-19 closures.
49. Is there a standard Bid Form?
- SF 1442
50. Will you provide utilities power and water?
- Yes, the contractor can use the existing utilities
51. Will you require a specific paint manufacturer?
- Yes, has to be submitted to Base Civil Engineering office
52. What specifications will the drywall walls have? Type of boards & metal framing?
53. What is the existing height of the exterior exposed walls?
- Approximately 12 feet
54. Will a bathroom equipment/fixture schedule and layout be provided?
55. Do you have specs on the water heater? Will it be a tank or tank less unit?
- Line heater, Refer to SOW and UFGS spec
56. Can you specified a Fire alarm panel manufacturer or model that currently is in use in the base so you can maintain a constant fire system?
- Refer to SOW and UFGS spec. Monaco compatible system
57. Will you require a special anticorrosive treatment to outside HVAC units?
- Yes, ADSIL treatment. Refer to SOW and UFGS spec
58. Do you have a specification for the new metal doors to be installed in the three entrances?
59. Specification for command post security door and lock? Manufacturer and model?
60. Since COVID-19 epidemic still uncertain, will the construction timeline be extended?
Considering that material delivery have change, being that suppliers need to adhere to covid requirements to handle clients. Also business have limited schedules and local government agencies are closed
- COVID-19 is considered an act of nature which can fit into the category of an excusable delay. However contractor has to show maximum efforts were made to accomplish the agreed upon schedule. Review Solicitation Clause 52.211-12 Liquidated Damages for penalty fees on late performance.
61. Please clarify the doors that require an access code system. Please provide specifications.
- No door with access code system
62. Please clarify what methods will be used for "resurface" wall repair.
- Smooth concrete re-finish
63. Confirm if the electrical pipes are embedded in the walls or are exposed.
- Exposed
64. Indicate if ceramic baseboards and vinyl flooring are required.
- Yes, ceramic on the bathrooms; vinyl on the rest of the building
65. Provide specifications for the vault door and command post doors.
66. Please provide what hardware will be used for the aluminum and metal doors.
67. Being a design and construction project each bidder will submit different alternatives and different products. How are you going to evaluate the proposals submitted, based on the final price or the best offer that meets your criteria and not necessarily that it is the offer with the lowest price?
- Offers will be evaluated based on price
68. Please indicate in which format you would like us to submit our proposal to you. If you require a detailed estimate of materials to be used in the project, please consider sufficient time for submission of the proposal.
- Proposals should be submitted in the Solicitation, Standard Form 1442. Any other detailed estimates of materials can be submitted as separate attachments.
69. Please confirm that there is not provision for electricity and temporary water for construction.

70. Exterior doors – double or single aluminum doors required?
- Double aluminums doors required
a. Door material and frame in aluminum, material thickness?

c. Master key for all entrance doors?
71. Interior doors – solid wood doors required (3/8” or 3/4” thickness)
a. Bathroom doors – please specify materials and thickness for frames and hardware required.
b. Closet doors – please specify materials and thickness for frames and hardware required.
c. Office doors – please specify materials and thickness for frames and hardware required
d. Vault and Command Post office doors – the doors specifications are missing in the SOW
72. Bathroom:
a. Lavatories – wall hung, automatic faucets, please specify.
b. Water closet – tank, or tank less, automatic flush valve, existing water supply diameter. Please specify.
c. Water closet and urinal faucets – flush valve automatic?
d. Access floor – In the SOW there is a floor raised in the bathrooms which contains the sanitary and potable water pipes, can you be more specific about it because we had no plans and neither mentioned during the site visit.
- Floors can be broken for the installation of the sanitary system for plumbing fixtures to be relocated in the men’s bathroom.
e. Janitor room or shower – at the entrance of both bathrooms, the first door on the right, is a janitor room, or a shower?
- Shower
f. Shower and dressing compartments (2) and benches (2) – in the men’s bathrooms according to the drawings appear two curtains or accordion doors. Please be more specific. Two benches appear as well, please specify the material of these.

g. Men’s bathrooms new division – all new interior divisions of men’s bathrooms will be built on cement blocks?

h. Line water heaters – is it going to be a heater per bathroom??

73. General:
a. Electrical feeder – do we need to replace it? Distance?
b. Wall base – specify
c. Water and sanitary piping – to what extend do you want to replace the pipes?
d. Fire extinguisher cabinets?
e. Replacement metal floor access (2) at the corridor – mentioned in the site visit, but not included in the plans or SOW
