About this file
This document is a consolidated questions and answers file for Idaho State Department of Agriculture's (ISDA) Invitation To Bid (ITB) 1089 for Diver Services, issued by the State of Idaho's Division of Purchasing. The solicitation seeks qualified contractors to provide specialized diving services for aquatic plant survey and removal, as well as invasive species survey and removal for government entities. The bid submission deadline is January 29, 2026. According to the questions and answers, work locations are not limited to a predetermined list but may occur in various areas as outlined in the Scope of Work Section 6.1. The contract structure includes both survey and removal phases, which ISDA will determine on a per-project basis whether to combine or perform separately for cost savings. Contractors must have a minimum of two years of documented experience offering diver services in these specific areas for government entities. Personnel must hold an Open Water Dive license from an accredited certifying organization such as PADI or SSI, though the document clarifies that a full commercial diving certificate is not required. The majority of dives performed to date have occurred at depths of 10 to 30 feet, though depths can range from 1 to 100+ feet depending on contractor certification.
Pricing is structured using a per-hour rate model with tiered increments (0-50 hours, 50-100 hours, 100-200 hours, 200+ hours) as outlined in the Diver Services Bid Schedule submitted on Submittal Form B, with as-needed contract services listed as un-evaluated costs. Contractors may assign different qualified personnel throughout the contract term provided all qualifications are met; the same dive personnel are not required for the entire contract duration. ISDA will communicate with the contractor regarding disposal locations and processes for captured biomass. The document does not specify a contract award date, contract term length, or renewal options. No set-asides for disadvantaged business enterprises are indicated in the solicitation materials. No incumbent vendor information or specific funding amounts are disclosed in this consolidated questions and answers file.

The Open water certification is an entry level certification only certified to 60' depths. Other certifications max out at 160'. Provide more details on the depths of the dives in your solicitation.
PADI or other Open Water Diving Certifications do not qualify a diver for the scope of work advertised by this solicitation.
When it comes to work that we perform for aquatic plants or invasive species there is no single certification that covers the survey or removal of our species in a water environment.
In the past, some of our contracted divers have had a commercial certificate and others had just an open water certification.
Although the work does require some specialty training, a full commercial certificate is not needed to complete the aquatic work that we are requesting. The majority of the dives performed for work related to this contract to date are only at depths of 10-30 ft .
