IDIQ Statement of Work
Delivery Order 0001Statement
Section 9.6.3 Section 7.7.3
In accordance with the USG's response to question (No. 9 in 12/18/20 responses) Offerors were advised that "The USG deletes IDIQ SOW paragraph 9.6.3 and DO 0001 SOW paragraph 7.7.3. Offerors shall use FAR 52.219-9(d)(13).”
However, in accordance with Amendment No. 2, Attachments 0001 SOW and Attachment 0021 SOW have not yet incorporated these changes.
Please provide clarification if the USG intends to incorporate the agreed to changes into the solicitation via an RFP amendment?
GOVERNMENT RESPONSE: The USG deleted paragraph 9.6.3 Identification of Subcontracting Change with amendment 0001. 9.6.4 Identification of Subcontracting Opportunities, was renumbered to 9.6.3.
Section M
Factor 4: Cost/Price
The USG identifies that two Total Evaluated Prices (TEPs) will be performed;
the Total Evaluated Price for the IDIQ, and the Total Evaluated Price for DO 0001 and that they will be conducted separately.
However, how will the USG objectively use these TEPs to determine the rank order of each offeror’s proposed cost/price. Please provide clarification?
GOVERNMENT RESPONSE: Section M has been revised to explain that there will be one TEP for this effort that will take into account the USG’s probable cost for DO 0001. This is the TEP that will be used by the USG in the best value determination. This change resulted in a revision to Section L’s Cost/Price instructions as well.
Section L will now require the offeror to price in Attachment 18’s IDIQ CPIF Labor Rate Tables for CLINs 0006AA and 0008AA the balance of the IDIQ Maximum Labor Hours that remain after assigning a portion of the hours to
DO 0001. The offeror will add the resulting proposed prices for CLINs 0006AA and 0008AA as calculated in Attachment 18’s IDIQ CPIF Labor Rate Tables to DO 0001’s proposed prices to calculate the total proposed IDIQ prices for these two CLINs.

A006 is the Manufacturing Plan and A069 is Engineering Data for Provisioning (EDFP) are called out for completion in Exhibit A CDRL Documents.
It would appear that these two (2) CDRLs were meant to be part of the final deliveries of A057 (Interactive Electronic Technical Manuals) and A058 (Electronic Technical Manuals).
Please provide clarification if CDRLs A006 and A069 are standalone CDRL submissions or are to be also incorporated as part of A057 and A058?
GOVERNMENT RESPONSE: CDRLS A006 and A069 are standalone CDRLs and should not be incorporated as part of A057 and A058.
