11/28/20Draft PWS: Para 5.8 states “All Contract Navigators (CN) shall meet or exceed the medical standards and requirements of, and possess, a FAA Class III Airman Medical Certificate at all times. Draft PWS A5.231.h states “(NAV) Pass and maintain FAA Class III Physical Examination annually. Our understanding is DCMA 8210,1C. para 4.3.5.4., non=pilot crewmembers are required to have either an FAA Class II medical or Military Class 2 flight physical annually.Question: Should the Navigator requirement be changed to a Class II?No. According to FAA guidelines Navigators are required a Class III as the are not actively controlling the aircraft.
21/30/20Reference PWS Section 1.6, Number 6, PWS states, “Safeguard critical data using redundant backup schema.”Question: What level of backup are they requesting? Question: Full systems image backups or just select files and folders. Do they expect onsite backups or cloud backups?PWS section 1.6, Number 3, "(p)provide required personnel 24/7/365 access to applicable unclassified courseware and related courseware materials for each course of instruction specified in the PWS." A full systems image back up would certainly be required as part of the redundant back up schema. Selected files and folders may require more frequent backups. Therefore a combination of both may be needed to reduce/eliminate the possibility of IT system related interruptions. Onsite and/or cloud back ups would provide an additional layer of safeguard. If one is selected over the other it would have to be consistent with current AF operating guidelines/restrictions.
31/30/20Reference PWS Section 1.6, Number 7, PWS states, “Provide physical and cyber security of critical data.”Question: Is this going to be done VIA a local MITS (Managed IT services) provider?PWS Section 1.6.3 answers this question and states: "The contractor shall maintain all systems to ensure security from attack and destruction, both online and physically. Additionally, all IT systems and their operation must comply with all government security regulations. All systems will be patched and updated using industry best practices and timelines. System accessibility via any means will be vigorously controlled and managed to stop unauthorized access to the systems. Systems dashboards reflecting current status and historical installation of patches and issues will be available to required personnel for transparency of operations."
41/30/20Reference PWS 3.4.5. LAN Services. PWS states, “The contractor, with a valid National Agency Check verified through the Automated Security Clearance Approval Systems (ASCAS) roster or validation from the contractor’s security representative and a favorable Tier 1 security investigation, will be provided access to the hosting base’s unclassified computer network and its inherent capabilities including, but not limited to Internet access, electronic mail, file and print services.”Question: When must the Check be verified?Check must be verified during the Phase IN period if the contractor is planning on attaching his IT systems to the USAF LAN.

Does the government intend to have the ISD Management requirement within Vol I, Perquisites or Vol II, Technical Capability?PWS Para. 4.10.2 states the ISDMP will be due within 10 days of contract award.

252/3/20Solicitation-Page 3 of 93: Table, CLIN 0109 Travel NTE. The Travel CLIN is listed in the Section B ‘Supplies or Services and Prices/Cost’ table as ‘Firm Fixed Price’. NOTE: this question applies to all Travel CLINs in the table: 0109, 1009, 2009, 3009, 4009. Normally travel is a cost reimbursement item for contractors with restrictions that travel remain within Joint Travel Regulation (JTR) guidelines.Should the Travel CLINs be ‘Cost Reimbursement within JTR’ instead of ‘Firm Fixed Price’?The contractor is still required to follow the JTR. The Fixed Price Travel CLINs are Not To Exceed line items. Contractor will be required to submit all travel estimate documentation prior to travel and it must be approved. When invoicing, the contractor will attached all travel docs in WAWF for review by the PM to ensure it follows the JTR .
262/3/20Solicitation-Page 26 of 93: Deliveries or Performance table, CLIN 0102, Period of Performance dates. The table includes both Partial Delivery Schedule dates and Period of Performance dates that match on every CLIN except 0102. CLIN 0102 lists Partial Delivery Schedule dates of 01 SEP 2020 - 31 AUG 2021 and Period of Performance dates of 01 SEP 2019 - 31 AUG 2021.Should the Period of Performance for CLIN 0102 be 01 SEP 2020 - 31 AUG 2021?All periods of performance have been updated. Phase-In is now 1 Aug - 30 Sep 20. Actual performance to start on 1 Oct. This contract will be aligned with the government's fiscal year.
272/3/20Solicitation-Page 58 of 93: 5352.242-9000, Paragraph (d). This paragraph discusses unescorted access to controlled areas. Normally this requirement directs compliance with an installation regulation or unit Standard Practice Procedure (SPP). The compliance requirements are normally identified prior to contract award if they contain requirements that might drive cost (e.g. requires additional man-hours to comply or requires additional reporting requirements/deliverables). If the compliance requirements have no cost drivers, they are often issued post-award.Will the compliance requirements be identified in final RFP extend beyond those in the Draft PWS or will they be provided post-award?Reference PWS 1.9.3. Controlled/Restricted Areas. The contractor shall implement local base procedures for entry to Air Force controlled/restricted areas where contractor personnel will work. An AF Form 2586, Unescorted Entry Authorization Certificate, must be completed and signed by the sponsoring agencies designated representative before a Restricted Area Badge will be issued. At a minimum, contractor employees must have a favorably completed Tier 1investigation before receiving a Restricted Area Badge. Interim access can be granted IAW DoDM_5200.02_AFMAN 16-1405, Air Force Personnel Security Program. SAM.gov (and now beta.SAM.gov) registration identifies the business Owner(s) and specific 'Electronic Business' and Government Business' POCs.Will a printout of the firm's SAM registration POCs satisfy the requirement for 'evidence of the agent's authority' to sign the proposal? If not, will a letter signed by the business owner designating authority satisfy the requirement for 'evidence of the agent's authority' to sign the proposal? The paragraph last two sentences state: Page numbering shall be in a sequential order (i.e., 1 through 50). Do not number each section of the proposal volume separately. Since the example given (i.e., 1 through 50) is the Technical volume page limit, it is unclear if front matter such as the table of contents, glossary of abbreviations and acronyms, and the cross-reference matrix should be included in the 1-50 page numbering or if it should be numbered separately.Should front matter be numbered separately (i.e. roman numerals) or should they be included in a single comprehensive numbering of all content pages in the volume?In Section 6 of the solicitation, paragraphs 5.3, 5.4, 5.5 5.6 an 5.7 explains proposal format, what counts as a page, pages not included in the page count, etc.
302/3/20Solicitation-Page 74 of 93: Paragraph 5.6 Electronic Copies, sixth sentence. The paragraph sixth sentence states 'Offerors shall use standard naming conventions for each volume (e.g., Offeror name-volume name.docx). Each volume shall be contained in its own single searchable file, with copy/paste capability, and stored in a CD-ROM holder that corresponds to the proposal volume it represents.' The Price volume requires a signed PDF copy of the SF1449. Section 7 Instructions for Volume III - Factor II: Price, only indicates in paragraph 7.4 that Supporting Price Backup Data for Prime Contractors must be provided in the Excel table format found in Attachment 10, but that additional information submitted may be in a format chosen by the offeror.Do you request/require that the signed SF1449 in PDF and any additional information in PDF or Word documents be embedded within an Excel spreadsheet to create the 'single searchable file' for Volume III, or can Volume III contain multiple searchable files on the CD-ROM?The Excel sheet at Attachment 10 should be a stand alone document. All other price information submitted for Volume III can contain multiple searchable files on the CD-ROM as long as they are titled properly for easy identification.
312/3/20Solicitation-Page 74 of 93: Paragraph 5.7 Copies and Page Limits, Note 1. The first note requires 'A copy of the offeror's Facility Clearance shall be page 1 of the Technical Capability Volume II…' The National Industrial Security System can print out a 'Facility Verification Notification' that shows our company Facility Clearance Level by CAGE Code (location).Should the National Industrial Security System 'Facility Verification Notification' be provided as the 'copy of the offeror's Facility Clearance' or do you require some other documentation?The National Industrial Security System 'Facility Verification Notification" will suffice.

A large component of estimating the courseware requirements will come from the current state of the courseware compared to the PWS requirements for revisions and updates. The PWS indicates all interested parties will have a chance to view existing courseware at a date and time specified by the Contracting Officer.Will the existing CW be available for viewing at the 12 Feb pre-submission Industry Day?The govt will provide hard copy examples of existing courseware during the pre-proposal conference.

These successive paragraphs detail required quarterly meetings. It is unclear if the Government requests or requires that the meetings be conducted sequentially on the same day or specifically schedule so they are not conducted on the same day. Preparation and reporting (minutes) requirements will be different if the meetings are sequential on the same day or separated by one or more days.Does the Government require or recommend a sequence or spacing of these two meetings?Curriculum Review Meetings and Courseware/Training Improvement Meetings occur at different times and are coordinated with the local TRSS Det 6 and the 338 CTS.

Knowledge of the current CMS in use is relevant to bidders being able to determine if they can provide cost-effective alternatives that produce increased capability. The Government is encouraging innovations that can only be offered if the current baseline is known.Will the Government identify the current CMS in use to enable effective continuation-or-replacement analysis by bidders?The government is unable to identify the current CMS in use as it is proprietary.
362/3/20Atch 1_Draft RC135_E4B PWS 17 Dec 19.doc, page 15: 1.9.2. Foreign Disclosure. The paragraph requires the 'contractor’s compliance officer will have to make the determination on the ITAR compliance.' Since the systems taught on this contract are obviously 'defense articles' on the US Munitions List (USML), providing instruction on these systems would automatically be considered 'defense services' and subject to ITAR. The company is prohibited from performing 'defense services' related to items on the USML for foreign parties, either in the U.S. or abroad, without obtaining a State Department authorization called a Technical Assistance Agreement (TAA).Is there currently a Technical Assistance Agreement in place which allows the training of foreign national students?The current contractor has applied for a TAA and have acquired an ITAR exemption. This will also be a requirement for the new contract.

This paragraph requires the Contractor is responsible to comply with International Traffic in Arms Regulations (ITAR) of the US Department of State. If an existing TAA, receipt of a new TAA by the awarded Contractor will likely be accelerated by the Department of State.Is there an existing TAA in place that would expedite the awarded Contractor's filing and receipt of a TAA?A TAA application is required before the contractor can apply for an ITAR through SAF/IA. The govt does not know if the current TAA can be utilized to expedite this process.

Training of Foreign National students may be covered in an exemption to ITAR requirements.Is there currently an ITAR exemption in place which allows the training of foreign national students?Yes.

Who is the government point of contact for ITAR compliance on the program, and will that POC’s contact information be provided to the successful contractor for coordination of any required ITAR licenses or agreements?For a TAA these are accomplished through the Dept. of State. The ITAR will be accomplished through the ACC/IAG and be sent to SAF/IA for completion. The ACC/IAG POC contact information will be provided when required.

All Nationalities involved are a primary factor in determining ITAR compliance requirements for an exemption or a TAA.Is there a list of countries for the foreign national students that will be trained under the program?Currently only UK students receive training under this program.

The Contractor Furnished Equipment paragraph requires the Contractor to provide everything needed for the contract that the Government does not provide.Will the Government provide a list of all Government and Contractor furnished equipment?The govt will be unable to provide a list of all GFE as it includes desk, phone and other items. As far as IT equipment there are an estimated 75 computers for use by the contractors. The classrooms have an estimated 30 instructors stations and 120 student work stations.

The PWS lists the Phase-In Period as 'Phase-In period is planned for 1 Feb – 31 Mar 2020.'What is the Phase-In Period to be used in planning and costing?Phase In period should be 60 days.

The PWS (page 23, paragraph 4.3.4 Clearance Requirements) indicates that several contractor positions will require TOP SECRET clearances with SCI access. The primary distinction between both is the Means of Evaluation (AC1.3.1 (15)). The ATD package is for instruction in any of the multiple aircrew training devices (ATD). This type lesson/instruction package needs to be tailored for a performance/demonstration-based type of instruction and the evaluation is based on performance.
