1 n/a n/a n/a Please provide the current contract number for this effort Helps competitors research the current effort, not doing so leaves

The current Contract number/Task Order number (GS00Q14OADS608/FA8802-20-F-0003), the current incumbent is MCR Federal LLC.

1 n/a n/a n/a Please provide estimated timing of the final RFP or FOPR release. Critical for small businesses to shape the opportunity and plan our proposal. Also, indeterminate RFP dates make it very difficult to recruit and have realistic contingent hires

Estimated solitication release is 12 August 2025 with an estimated award date of 14 October 2024.

1 Att. 2, PWS 5 2.2.1 Recommend making education requirements Bachelor's Degree Minimum, and provide an advantage to anyone who can provide Master's Degree candidates.

It is not clear what a Master's degree provides for this job, and requiring it as a minimum will limit our candidates who may have only a Bachelor's, but greater than 15 years experience.

Government reviewed and reconfirmed education requirements.

No changes made.

2 Att. 2, PWS 6 2.2.2 Recommend making education requirements Bachelor's Degree Minimum, and provide an advantage to anyone who can provide Master's Degree candidates.

It is not clear what a Master's degree provides for this job, and requiring it as a minimum will limit our candidates who may have only a Bachelor's, but greater than 15 years experience.

Government reviewed and reconfirmed education requirements.

No changes made.

3 Att. 2, PWS 8 2.3 This section does not reflect education requirements. Recommend making education requirements Bachelor's Degree Minimum, and provide an advantage to anyone who can provide Master's Degree candidates.

Pricing support requires analysis, strong communication skills, and analytical/computational capabilities, and should demonstrate candidate educational backgrounds holding Bachelor's degree at minimum.

The offeror shall propose to meet the requirements of the PWS.

In supplying the resources to perform the work, it is the Offeror's responsibility to determine the level of education and experience to successfully execute the contract.

4 Att. 2, PWS 11 2.4 Recommend making education requirements Bachelor's Degree Minimum, but also provide an exception to a degree with greater years of experience.

Our experience indicates a strong pool of Sharepoint developers with Bachelor's degrees, but an equally strong pool of developers without a degree, but significant years of experience (7+ years).

Government does not consider it necessary to establish a minimum education requirement.

5 Att. 2, PWS 11 2.4 Suggest the Government provide equipment, tools and materials for Sharepoint design and development, as many of these tools are already Government owned, and may be available through the local communications group

For on-site support at Los Angeles AFB, the contractor may not be allowed to use its own tools, equipment, and materials to perform work on the network.

PWS language modified to clarify that A&AS Contractor shall only use government-provided or government-approved software tools and applications. Proprietary tools and applications may be used only upon authorization by the COR or the PCO.

6 Att. 2, PWS 15 2.5 Recommend making education requirements Bachelor's Degree Minimum, but also provide an exception to a degree with greater years of experience.

Talent management staff, with experience in HR, should have an understanding of research and development requirements, and an ability to assess employee/candidate capabilities with respect to SSC technical and business needs. For this reason, a Bachelor's degree should be a minimum.

Government reviewed and reconfirmed education requirements.

No changes made.

7 Att. 2, PWS 16 2.5.3 Recommend the Government identify the number of functional disciplines that will require OJT training to Government personnel.

The number of functional disciplines requiring training may impact the number and type of support staff to develop the training.

PWS updated

8 Att. 2, PWS 22 3.2 Recommend the Government indicate here the place of performance can also be "telework/remote work eligible," with a preference for Los Angeles AFB (on-site). Also, recommend noting if telework / remote work requires the approval of the CO.

To remain consistent with the PWS paragraphs that provide this as an option, and to instruct who will approve such arrangement.

PWS updated

9 Att. 3, FOPR

Instructions

3 2.2 Clarify if the Government expects the offeror to address their approach for meeting or exceeding the performance thresholds for Section 2 of the PWS, or if the Government expects the offeror to provide its approach to perform the task order performance requirements.

The evaluation criteria is assessing the offeror's approach for meeting or exceeding the performance thresholds; however, the instructions ask the offeror to supply its approach for performing the task order performance requirements.

The Government expects the Offeror to describe how it will perform the PWS tasks in Section 2 and meeting or exceeding the staffing requirements in FOPR Attachment 1.

10 Att. 3, FOPR

Instructions

10 5.3.1 The Government is performing a comparative analysis to determine best value. As such, please clarify how the Government is measuring advantagous and disadvantages to determine if one bid is better than the other.

To demonstrate what should be clarified, how would the Government measure an offer with 10 advantages and 2 disadvantages, versus an offer with 6 advantages and no disadvantages? How would the government objectively measure which is better than the other in terms of best value?

This is a subjective evaluation. The government will not compare total number of advantages or disadvantages. Rather, the government will assess advantages and disadvantages in terms of identifying the proposal that provides the best value to the government.
